Karnataka BJP leader CT Ravi spoke to media clarifying the delay in Cabinet expansion. Earlier, chief minister BS Yediyurappa had said that those rebels from the Congress-JD(S), who joined the BJP and won the bypolls, would be made a minister. 12 of the 13 newcomers won the bypolls held in 15 constituencies on December 5.
