DIG Roopa upset with her senior as he didn’t part with her share of moolah: HDK

While on one hand IPS officer D Roopa is being lauded for blowing the cover on her superior’s alleged corrupt practices, JD(S) State president H D Kumaraswamy has a different take on her and the entire controversy.

The former chief minister on Friday levelled serious allegations against DIG (Prisons) Roopa and her senior Director General of Prisons H N Sathyanarayana Rao, both of whom have created a buzz across the nation the last two days.

On July 12, Roopa submitted a report to Director General and Inspector General of Police (DG&IGP) R K Dutta alleging large scale irregularities in the Parappana Agrahara Central Prison. She also accused Sathyanarayana of accepting Rs 2 crore bribe from AIADMK interim general secretary and convict V K Sasikala in exchange for preferential treatment.

Kumaraswamy however said that Roopa had furnished the report to exact revenge against Sathyanarayana. Accusing both officers for being on the payroll of high profile prisoners, Kumaraswamy said that after taking charges as DGP, Sathyanarayana had increased the monthly bribe amount from “Rs 75 lakh to Rs 1 crore”. This was possible, as he had begun to pocket the DIG’s share of moolah of Rs 25 lakh. Kumaraswamy said that Sathyanarayana’s predecessor was known to be charging a bribe of Rs 75 lakh per month. 

“Instead of giving the DIG her share, Sathyanarayana began pocketing the entire amount. This is what led to the differences between the officers. Both officers are highly corrupt,” he said.
Kumaraswamy also said that in addition to Rs 2 crore bribe collected as a lump sum from Sasikala, the officer(s) were also demanding a “monthly fees” of Rs 10 lakh from her.

The JD(S) leader slammed both officers for going to the media, violating the service rules. He said that government should have immediately sent them both on leave and initiated a judicial enquiry. Instead, it had initiated a probe by a former chief secretary (former IAS officer Vijay Kumar), which seemed like an eyewash, he alleged.

He also said that though the government was aware of Sathyanarayana’s corrupt practices during his earlier postings, no action was initiated against him. Though Sathyanarayana had been posted as the principal of the Karnataka Police Training Academy, he had refused to take charge of the post for two years, said Kumaraswamy. “He was keen on coming to the Prisons department. God knows who he paid off to get a posting to this department,” he said, adding that Sathyanarayana had also received a large amount of kickback from a company which had installed CCTVs in the prison.

Kumaraswamy said that Roopa’s allegations came as no surprise as officers were known to indulge in rampant corruption on the verge of their retirement.He demanded that the government conduct a fair probe into the entire episode and not “close” the cases like it had done on previous occasions.   

Kumaraswamy did not furnish any documents or evidence to substantiate his allegations against the officers. He said that he had corroborated the information from prison officials.
