BSF police struggles to cancel transfer order, had suffered heart attack

  • BSF police appealed to the HC to cancel his transfer as he had to take care of his 13-year-old manic depressive son.
  • His wife had died in gas cylinder blast and son had tried to save his mother.
  • He also suffered a heart attack and was transferred to Static Formations 3 years ago.

 

BSF police struggles to cancel transfer order

A Border Security Force head constable has moved High Court to cancel his transfer order to take care of his son suffering from manic depression, after his wife died in cylinder blast. The High Court on July 5 issued a stay order to the transfer, reported Kannada Prabha

Head Constable D B Naragunda had appealed to the High Court to cancel his transfer as he had to take care of his 13 year old manic depressive son. The High Court issued orders for D B Naragunda to re-submit his appeal for cancellation of transfer to the BSF, and BSF to examine his application and conclude within 3 weeks.

D B Naragunda of Bengaluru was appointed in 1992 as BSF constable. He was deputed to Operation Veerappan in 1993 and served in the forest.  Between 1994 and 1997 he was in Jammu Kashmir on anti-terrorist squad duty. From 1997 to 2000 he served in New Delhi and was in the forefront. In 2015 August 29 his wife suffered major burn injuries due to gas cylinder burst in Bengaluru.  

Despite 2 months of treatment she could not be saved from 80 percent burns and she died. Naragunda was serving at Madhya Pradesh Tekanapura when his wife met with the accident.  On compassionate grounds he was transferred to Bengaluru.

The couple have 2 children. The 13 year old Darshan had tried to save his mother during cylinder blast. Being a witness to his mother’s torment had a deep impact on his young mind. Even now at midnight he screams ‘fire, fire’ and run out of home at midnight.

He has to be brought back home. Naragunda had a heart attack and as a result he was transferred from field to Static Formation Department for 3 years. From 2016 January Naragunda was working in Bengaluru.  On June 27, 2017 he was transferred to Punjab.

Advocate for Naragunda H Sunil Kumar argued that according to the Central Staff, Public Grievances and Pension Ministry, if children of government employees are suffering from sickness, mental health or multiple organ failure, they should be exempted from transfer. However the advocate for Central Government objected to this.
