Marking a major milestone in ensuring the return of Kashmiri migrants, including Kashmiri Pandits, a new website -- www.jkmigrantrelief.nic.in -- has been launched on Tuesday that will deal with concerns related to their land and properties.

The new website will respond to grievances like correction of alienation by way of fraud or distress, encroachments and trespassing of properties.

According to J&K administration data, there are around 44,167 officially registered Kashmiri migrant families, including 39,782 Hindu migrant families.

To recall, the Narendra Modi government had in a written reply in the Rajya Sabha during the Monsoon session that people returning to the Valley after the abrogation of Article 370, can approach the district magistrates to seek the removal of any encroachment on their properties. 

The government had further clarified that under the J&K Migrant Immovable Property Act, 1997, district magistrates are legal custodians of the immovable properties of migrants, who take suo moto action on eviction proceedings in cases of encroachment.

How the new website offers solutions

The website provides a form called J&K Migrant Immovable Property (Preservation, Protection, and Restraint on distress sale) Act,1997. 

The form offers safe and secured custody of the immovable properties of the migrants of J&K. 

The instructions on the form say that the information shared by the migrant on the form will be shared by the Department of Disaster Management, Relief, Rehabilitation and Reconstruction with the department of Revenue for necessary action within a fixed time frame.

The form consists of different sections, where the applicants have to fill in their personal details. After the form is submitted, the concerned district magistrate will contact the applicant.

The district magistrates will also undertake field verification of migrant properties and then submit the compliance reports to the divisional commissioner, Kashmir.
