A web graphics designer, who completed his engineering from Chennai, is said to be the brain behind the Islamic State (ISIS) flags and logos.

On Friday, the National Investigation Agency (NIA) filed a charge sheet against  Mohammed Naser, who was deported from Sudan last year. According to The Indian Express, this is the first charge sheet filed by the NIA against an alleged ISIS recruit.

The investigators found that the 23-year-old, who hails from Tamil Nadu's Thanjavur district, designed ISIS flags and logos for the "caliphate," the Times of India reported. He has also been suspected of "grooming" ISIS supporters to launch attacks in India and the Middle East. [Also read: New ISIS Video: 'Coming to avenge Gujarat, Muzaffarnagar']

An NIA official told Asianet Newsable that Naser was deported back to India on December 9, 2015 and was formally arrested on December 11.

"We have incriminating evidence on record including text messages, chats, graphic arts, jihadi literature that prove that he was trying to recruit people from India to join the ISIS," said NIA vigilance officer, Anurrag Tankha.

Naser had left India in 2014 to work as a web developer and graphic designer for a company in Dubai. Officials believe he may have been radicalised there and later fled to Sudan to join the ISIS in Syria.

The charge sheet against Naser has been filed under IPC section 125 ( Waging war against any Asiatic Power in alliance with the Government of India) and other sections including the Unlawful Activities (Prevention) Act, 1967.
