Trouble mounts as ex-Mumbai Police chief Param Bir Singh, 7 others booked for extortion

The Mumbai Police on Thursday booked the city's former top cop Param Bir Singh for extortion, cheating, forgery and criminal conspiracy after a complaint from a builder.

Along with Singh, Mumbai police's DCP Akbar Pathan is also booked by Mumbai police.

The complaint was filed by a person named Shyam Sunder Agarwal against Param Bir Singh and other officers of the Mumbai Crime Branch for allegedly demanding Rs 15 crore to withdraw cases against him.

The FIR has been registered under Sections 387, 388, 389, 403, 409, 420, 423, 464, 465, 467, 468, 471, 120(b), 166, 167, 177, 181, 182, 193, 195, 203, 211, 209, 210, 347, 109, 110, 111 and 113 of the Indian Penal Code.

The complainant has said that this was going on since 2016. The FIR is against eight people. Six are police officers and 02 are civilians. The two civilians have been arrested. Other than Param Bir Singh and DCP Pathan, police officers like Shrikant Shinde, Asha Korke, Nandkumar Gopale and Sanjay Patil are also booked.

Two of the builder's partners, Sunil Jain and Sanjay Punamia, have been arrested in the case.

The accused are booked under IPC 387- Putting person in fear of death or of grievous hurt, in order to commit extortion, IPC 388- Extortion by threat of accusation of an offence punishable with death or imprisonment for life, etc, IPC 389- Putting person in fear of accusation of offence, in order to commit extortion, IPC 403- Dishonest misappropriation of property, IPC 409- Criminal breach of trust by public servant, or by banker, merchant or agent, IPC 420- Cheating, IPC - 423 Dishonest or fraudulent execution of deed of transfer con­taining false statement of consideration, IPC 464- Making a false document, IPC 465- Punishment for forgery.

Param Bir Singh, the former Mumbai Police commissioner was booked under the Atrocities Act case in April this year on the complaint of a serving police inspector from Akola.

This could be another setback for Singh who has accused former Maharashtra Home Minister and Nationalist Congress Party (NCP) leader Anil Deshmukh of directing former cop Sachin Waze to extort Rs 100 crore every month from hotels, bars and other establishments in Mumbai.

The ED’s case against Deshmukh and others was made after the Central Bureau of Investigation (CBI) first carried out a preliminary enquiry followed by a regular case being filed on the orders of the Bombay High Court.

The court had asked the CBI to look into the allegations of bribery made against Deshmukh by former Mumbai Police commissioner Param Bir Singh.

Deshmukh, who resigned as the state home minister in April following the allegations, has denied any wrongdoing.
