The three-member Judicial Commission investigating the Bikru case of Kanpur and the encounter case of gangster Vikas Dubey has cleared Uttar Pradesh police of any wrongdoing.

Formed on the direction of the Supreme Court, the commission headed by retired Supreme Court judge Justice B S Chauhan, and with retired Allahabad HC judge Justice Shashi Kant Agarwal and former UP Director General of Police KL Gupta, tabled its report in the state Assembly on Thursday, giving clean chit to the police action.

According to the commission, Vikas Dubey and his gang were protected by local police, revenue and administrative officials. The panel has also recommended an inquiry against 'erring government officials'.

In July 2020, eight policemen were killed in UP’s Kanpur after a police team was ambushed by Vikas Dubey and his associates.

The Kanpur Police team had gone to raid history-sheeter Vikas Dubey, who had over 60 criminal cases against him.

Following which a week later, Vikas Dubey was arrested in Madhya Pradesh and was being brought back to UP by the police when the car they were travelling in overturned on the highway.

The UP police had then claimed that Dubey snatched the gun of a policeman and tried to flee and fired shots at them, and was killed in the subsequent gunfire.

In its investigation report of 132 pages, the commission has also made several important recommendations regarding police and judicial reforms.

The report says, “The Commission recommends initiation of disciplinary proceedings against the erring public servants for loss of records, particularly the record of cases relating to Vikas Dubey, after holding a regular inquiry, and pass necessary orders against those found guilty.”

Also, the commission has recommended a detailed guideline regarding police raids for the arrest of notorious criminals. In this guideline, it should be clearly instructed on what preparations have to be done by the police before the raid.
