Coronavirus: Govt issues new guidelines for international arrivals from UK, Europe, Middle East from Feb 23

With new mutant strains of coronavirus emerging from different countries, the Centre has issued new guidelines for international travellers that will come into effect from Monday night.

New Delhi: The Ministry of Civil Aviation issued new guidelines for international travellers in view of the spread of different variants of the coronavirus. The guidelines will come into effect on February 23 and remain in place till further orders.

In view of five cases of Covid-19 caused by mutant variants emerging in South Africa and Brazil being found in India, the Union Health Ministry said that it was in discussions with the Civil Aviation Ministry to see if the strategy of controlling air traffic from the two nations, as was done following the detection of the UK variant, could be implemented here as well.

"These guidelines will supersede all guidelines issued on the subject since August 2, 2020. This Standard Operating Procedure shall be valid w.e.f. 22nd February 2021 (23.59 Hrs IST) till further orders," MoCA said.

For all international travellers except travellers coming through flights originating from the United Kingdom, Europe and the Middle East.

·         All passengers will be required to submit a self declaration form (SDF) for Covid on the online Air Suvidha portal — www.newdelhiairport.in — and must disclose their travel history of the past 14 days.

·         The test should have been conducted within 72 hours prior to the journey and each passenger will also have to submit a declaration with respect to the authenticity of the report.

·         At the time of boarding the flight, only asymptomatic travellers will be allowed to board after thermal screening.

·         International travellers arriving through seaports/land ports will also have to undergo the same protocol, however, the facility for online registration is not available for such passengers at the moment.

·         As per the guidelines, travellers from the UK, Brazil and South Africa taking connecting flights from the international airport they land at will have to give a sample at designated area and exit the airport only after confirmation of a negative test report which may take 6-8 hours.

·         Those transit travellers from UK, Brazil and South Africa who are found negative on testing at the airport shall be allowed to take their connecting flights and would be advised quarantine at home for 7 days and regularly followed up by the concerned state or district IDSP.

·         These travellers shall be tested after 7 days and if negative, released from quarantine, and continue to monitor their health for a further 7 days.

·         International travellers on short stay (of less than 14 days) and who have tested negative and remain symptom free, shall undergo all the procedures as above and shall be permitted to leave India under proper intimation to their District/State health authorities, subject to them fulfilling the requirement of the airlines and destination country.
