Delhi government extends validity of licence, permit, other vehicle documents till November 30

The Delhi government extended the validity of vehicle-related papers, including driving licences, registration certificates, and others set to expire from September 30 till November 30. The Union Ministry of Road Transport and Highways has instructed all states to extend the validity of vehicle-related papers, prompting the Delhi Government to issue this decision.

According to the Transport Department's notification, the Ministry of Road Transport and Highways has sent warnings to all states and union territories about the extension of the validity of papers pertaining to the Motor Vehicles Act of 1988 and the Central Motor Vehicle Rules of 1989.

It was also advised that in case of a fitness, permit, driving license, registration, or any other concerned document(s) whose extension of validity could not or was unlikely to be granted due to the lockdown and which had expired since February 1, 2020 or would expire by September 30, 2021, the same could be treated as valid until September 30, 2021. Furthermore, enforcement officials were told to regard such papers as valid until September 30, 2021.

According to the notification, information from several field offices has been received that many applicants are showing up for various services since the validity of various papers is set to expire on September 30, 2021. According to the Transport Department, there have been reports of excessive congestion at several driving licence centres, which is a concern for the health and safety of applicants and the employees delivering public services. It is also observed that the lengthy duration of lockdown has had a cascading effect on vital activities, resulting in congestion, crowding, and delays in many services, including those provided by the Transport Department.

The notice further stated that even though the situation has returned to normal, adequate precautionary measures are required to avoid a recurrence of a COVID pandemic-like situation. As a result, it is recommended that the validity of Transport Department papers that expire between February 1, 2020 and September 30, 2021 be extended for another two months, up to November 30, 2021.
