When services are made online it is to reduce paperwork, the running around and if you go by why the Telangana Transport Department implemented this service, it was to curb corruption.

Part of the services offered by the e-Seva centres are printouts for all the forms required but seems like, they are literally ‘outsourcing’ this job to the commercial printout centres near the office. Applicants are being unnecessarily inconvenienced because the officials are stating that the office does not have stationery to give them the printouts but despite that the user fee is being collected diligently.
As a result, commercial centres close by are getting the benefits and motorists have to cough up close to Rs 40 as the case may be, to get their required documents for submission at the Regional Transport Authority.
The department had made all 57 of its services online in August 2016 to minimise the time spent by the consumer in the RTA office, reduce the menace of touts and bring about transparency. Motorists can book online slots for services they need from the RTA at http://www.transport.telangana.gov.in. The services that are open to online application include renewal of driving licences, issue of duplicate licence, duplicate RC, change of address and closure of hypothecation.
According to a report in The Hans India, the Transport Department had recently enhanced its fee for all its services after the Centre issued notification in January. The department included the fee of Rs 25 as user charges for getting the printouts of the filled in application forms. Now motorists allege they were made to pay the entire fee (including the user charges of e-Seva) and also pay additional money ranging from Rs 30 to Rs 50 outside, because of shortage of stationery.
