Much Awaited Teachers’ Transfer Guidelines Released

 

Much to the delight of teachers across Karnataka, the government has finally released modified guidelines for the transfer of teachers across the state. The government has amended certain sections of the State Civil Services (Teachers’ Transfer) 2007 rules. 

 

The process of transfers for the year, which should have been started in April and completed by June, is now slated to begin on 5 August and will be completed by October 2016.

 

What’s new:

 

Teachers who had earlier been identified as 'Excess Teaching Staff' and were re-assigned can now be transfered. They are not eligible for transfer outside their assigned district, but they can now be relocated to places which have a shortage of staff in the same district.

 

If both a husband and a wife are on government appointment, they are allowed to serve outside the district twice. And if only one of the couple is in government service, then that person will be allowed to serve outside the district once.

 

Transfers made to fulfil the RTE (Right To Education) act will now be considered from districts with a surplus of teachers, to those districts which have shortage of teachers.

 

Guest Teachers for vacant posts:

 

The DDPI (Deputy Director of Public Instruction) and BEO (Block Education Officers) have been entrusted with the responsibility of assigning guest teachers for vacant posts after obtaining details of vacancies, as per the Right To Education act and regulations in force, on completion of the transfer process.
