Congress Questions 'Abnormal Delay' in Prorogation

Congress leader Jairam Ramesh on Sunday took potshots at the government over the "abnormal delay" in the prorogation of the Lok Sabha after the end of monsoon session of Parliament and asked if Home Minister Amit Shah was still in search of "tainted two/third majority" to get delimitation bill passed through a Special Session of Parliament.

In a post on X, Jairam Ramesh said the time gap between the adjournment of the Lok Sabha sine die and its prorogation is generally two to four days - although there are many instances when adjournment and prorogation have taken place on the very same day. "Ten days have gone by since this Lok Sabha was adjourned sine die but still there is no information on its prorogation. It is true that the gap for the Monsoon session in 2015 was 28 days and in 2021 it was 20 days. But there were no diabolical moves afoot then. What explains the abnormal delay now? Is the Union Home Minister still in search of his bhuklNkit 2/3rd majority to get the Constitutional Amendment Bill on Delimitation passed in a Special Session?" he asked.

Delimitation Bill Background

The Constitution Amendment Bill on Delimitation linked women's reservation was defeated in the budget session of Parliament. It sought to increase the number of seats in the Lok Sabha up to 850.

No Fixed Timeline, Says Government

Union Parliamentary Affairs Minister Kiren Rijiju earlier said that the government has not committed to a fixed timeline for bringing such legislation to Parliament again. "When did we say we were going to bring the bill? Yes, there was speculation in the media. As for when we are to bring it, our leadership will decide that after complete deliberation," he said.

Opposition's Stance and Accusations

Congress and several other opposition parties have said that women's reservation should be implemented in the existing strength of Lok Sabha. Opposition parties have blamed the BJP for MPs leaving Trinamool Congress and Shiv Sena (UBT) and said such moves were part of ruling party's plans to shore up support for the Delimitation Bill.
