CJP leaders' mocks PM Modi ahead of protest in Delhi

Cockroach Janata Party (CJP) founder Abhijeet Dipke took a swipe at Prime Minister Narendra Modi over security measures introduced ahead of the party’s proposed protest in Delhi on October 10, sarcastically telling him to keep checking his blood pressure. Dipke, along with party leaders Saurav Das and Ashutosh Ranka, criticised the government over train cancellations and proposed restrictions on metro services ahead of Saturday’s demonstration at Jantar Mantar. Their remarks came as the Supreme Court heard an urgent plea challenging the restrictions imposed in the national capital.

In a video shared on social media, Dipke mocked the government’s decision to cancel trains and shut the metro stations, questioning why such measures were needed ahead of a protest.

Referring sarcastically to PM Modi as Vishwaguru and a 56-inch mahaamanav, Dipke said the Railways had been shut because young people were preparing to protest. He then addressed the Prime Minister, saying, “Sir, keep checking your BP every now and then.”

Das joined in the criticism, sarcastically comparing the situation with the Emergency. He said even Indira Gandhi 'the dictator' had not shut down trains during that period.

Ranka questioned the contrast between claims that people were not turning up for protests and the extensive security measures being introduced ahead of the demonstration. Das also remarked that he wanted to see the reaction of 'DCP Sachin Sharma'.

The remarks came amid a wider political dispute over the Election Commission’s Special Intensive Revision (SIR) of electoral rolls and the opposition’s allegations of irregularities in the exercise.

दिल्ली में 10 अक्टूबर को होने वाले CJP के प्रदर्शन को लेकर पार्टी के संस्थापक अभिजीत दिपके ने कहा कि आंदोलन होकर रहेगा। मुंबई में उन्होंने कहा कि जंतर-मंतर निर्धारित प्रदर्शन स्थल है और संविधान का अनुच्छेद 19 विरोध करने का मौलिक अधिकार देता है। उन्होंने चुनावों में कथित गड़बड़ी और 13 करोड़ वोट हटाए जाने का आरोप लगाते हुए सवाल उठाया कि क्या इसके लिए अनुमति ली गई थी। दिपके ने कहा कि चुनावी प्रक्रिया पर सवाल उठाने के लिए आंदोलन जरूरी है और CJP देश को बचाने के लिए प्रदर्शन करेगा।

The Railway Board cancelled select Mail and Express trains scheduled to arrive at New Delhi and Hazrat Nizamuddin railway stations between 4 am and 2 pm on October 10. The Railways cited anticipated traffic congestion around the stations as the reason.

Delhi Police has also asked the Delhi Metro Rail Corporation (DMRC) to close 57 metro stations ahead of the protest, citing concerns about crowd movement towards sensitive locations.

The CJP has also challenged the denial of permission for its proposed gathering. Dipke argued that Jantar Mantar was a designated protest site and questioned why the party needed permission to demonstrate there.

Supreme Court hears plea over Delhi restrictions

The controversy reached the Supreme Court on Friday, where senior advocate Kapil Sibal urged the court to take up an urgent challenge to the restrictions imposed ahead of the protest.

Appearing for CPI(M) general secretary MA Baby, Sibal questioned the cancellation of trains, proposed metro closures, alleged internet curbs and reported restrictions on hotel bookings.

“What is happening to my country?” he asked, arguing that the proposed demonstration was peaceful and questioning the scale of the measures being taken.

Sibal told the bench that trains to New Delhi and Hazrat Nizamuddin were scheduled to be cancelled during the 4 am to 2 pm window on October 10. He also referred to reports concerning hotel accommodation and other restrictions, describing the overall situation as a crackdown ahead of the protest.

The bench, led by Chief Justice of India Surya Kant and also comprising Justices Joymalya Bagchi and V Mohana, questioned why the petitioners had not approached the Delhi High Court.

Sibal responded that a similar plea filed by the Indian Youth Congress was pending before the High Court but had been adjourned until Monday.

Justice Bagchi repeatedly questioned why a protest organiser was not before the court, observing that a gathering held without permission could be unlawful. The bench also indicated that any intervention would have to consider competing interests, including whether the proposed gathering itself should be restrained.

Lawyers question proportionality of security measures

Senior advocates Abhishek Manu Singhvi and Gopal Sankaranarayanan argued that the extensive restrictions required judicial scrutiny.

Singhvi referred to the deployment of 221 companies of Central Armed Police Forces (CAPF), preparations for 10 detention centres, train cancellations and other policing measures.

Sankaranarayanan argued that the government could not shut down an entire city because it was unable to manage protesters.

Advocate Vrinda Grover said Delhi Police had denied the CJP permission to demonstrate, while the Indian Youth Congress had sought permission to protest at a designated site. She also argued that heavy barricading could undermine the purpose of a demonstration.

The Chief Justice suggested that the Delhi High Court could be asked to hear the matter at 3 pm on Friday. Sibal and the other lawyers agreed to return at 2 pm with further details and a petition filed by an organiser.
