Giving weight to the allegations that Kerala Law Academy (KLA) management went into the hands of a trust controlled by the family of former principal Lakshmi Nair through shady means, an inquiry report by Revenue Principal Secretary has found that the changes in the structure of the trust were 'mysterious' and 'ambiguous.'

 

Asianet News accessed the report submitted recently by Revenue Principal Secretary PH Kurian to Revenue Minister. The changes in the trust are mysterious and vague, it said.The report also recommended a comprehensive investigation into the misuse of the public land allocated to the KLA. The registration department should look into the changes in the structure of the trust. 

 

The bylaw of the trust which runs the KLA was changed thrice since it was formed in 1966. But the documents of these changes are not available with the Registration Deparment. The Registration IG is looking into the matter. 

 

When the trust was formed in 1966, it had Governor and Chief Minister as chief patron and patron. It had also other members of the cabinet besides top government officials on board. But they were removed from the trust  through a change in the bylaw on 29 November 2014, the report said 

 

The report also cast doubts on the claims of KLA regarding the land use on the campus. The KLA management had claimed that the houses built in the campus are official staff quarters. But the Revenue Principal Secretary found that one of the houses in the campus is occupied by KLA director Narayanan Nair while the other by his brother Koliyakkode Krishnan Nair, who is a senior leader of the CPM. The report also sought more investigation into the construction of a flat in a plot owned by the trust near the state secretariat.
