The Kerala government has issued a circular barring employees from making public comments against government policies. Employees are directed not to make comments through social, print or audiovisual media on government policies without prior permission of the government.

The Personnel and Administrative Reforms Department issued the circular directing various department heads to take stringent action against officials in case of any complaints or when any such violations come to notice.

The Administrative Reforms Department also made it clear that failure on the part of department heads to initiate action against erring officials will be considered as a serious lapse.

Government Servants’ Conduct Rules 60 (A), 1960 has barred writing or talking against government policies in public places or participating in such discussions or criticism.
