Seeking housekeeping jobs abroad? State govt to offer training

Realising the growing demand for housekeeping and other domestic chores at global level, the State government has decided to provide training to hone the skills for those seeking employment abroad. The training will be undertaken in collaboration with UN and World Labour Union. Along with a training certificate health and fitness certificates will also be provided.

The government is also planning to constitute a separate housing board to provide housing facilities to blue collar workers. The State consists of over 45 lakh labourers working in various unorganised sectors like domestic helpers, office assistants, cooking and hotel workers, housekeeping, construction labourers, park and farm maintenance. The global demand for such blue collar work is around 5 lakh. The State also has openings for around 10 lakh for such works.

The State government has decided to provide global level training to the work force available in the State to enable then to take up employment anywhere in the world.

State Skill Development Board chairman Muralidhara Halappa said, plans are on to set up a separate board to train youth of unorganised sector for skill development to elevate the prospects of domestic workers. This is also due to the changing attitude among domestic workers disliking their children continuing in their field. Training would provide better opportunities for these youth, he said.

The unorganised sector employees are also deprived of government benefits and training would resolve this. Skill development would result in better employment opportunities, minimum wage, medical and other benefits. The State government will seek assistance from World Labour Unions in this regard.

As a first step, it has been planned to train 10,000 workers, in collaboration with UN Planning Division, Indian faction of World Labour Union, trade unions, Consumer Societies.

The State domestic workers and other blue collar workers like maids, cooks, washers, construction labourers, park maintenance staff, office keeping staff etc. Lack of training is restricting them to depend on less salaries. Skill development would provide them with opportunities abroad and in elite firms locally too. There are around 4 lakh workers from India employed in Australia, US, Gulf countries. Majority of them are from Gujarat, Punjab, Andhra Pradesh, Haryana and Kerala. They go either through agency or through relatives and friends.

The certificate issued at the end of the training will enable the worker to get passport, PF and ESI facilities. The certificate also gives a medical certificate vouching for physical fitness to take up the job. A meeting has been called on June 21 with the Indian representatives of UN and World Labour Union to discuss the prospects of this project. It is expected to recommend setting up a separate Board to train and provide employment opportunities to the lowest rank of unorganised workers.

Such boards already exist in Maharashtra, Haryana, Jharkhand and Andhra Pradesh. The State is following in the same footsteps. It can be recalled that the Union Government has introduced a Pravasi Kaushal Vikas Yojana (PKVY) to provide training to youth seeking employment abroad.
