Keeping in mind Karnataka is going for Assembly elections in May this year, CM Siddaramaiah is expected to give a populist Budget. This is the 13th and last Budget of CM Siddaramaiah for this term. He is expected to announce a Budget the size of more than Rs 2 Lakh crore.

AGRICULTURE

  • Rs 15,923 crore allocation for Animal Husbandry
  • Rs 2,099 crore allocation for Minor irrigation 
  • Rs 1,663 crore for Co-operation sector
  • Rs 429 crore for Sericulture
  • Rs 337 crore for Fisheries
  • Up to Rs 1 lakh loan of farmers, who have lost their lives, waived off; Up to Rs 50,000 waived off for animals in the animal husbandry
  • White Tapping on arterial roads in the next 5 years
  • BBMP to improve and develop 88 lakes, to start with work on 40 lakes
  • New Agriculture University in Muddebihala
  • Compensation amount increased to Rs 2 lakh in case of snake bite or any other mishap and death of farmers; In case of fire mishap and loss of crops Rs 20,000 compensation

  • Use of hydrophonics technology will be promoted for growing of tomato, capsicum, brinjal and leafy vegetables in urban and peri-urban areasExotic fruits like Rambutan, Durian, Dragon fruit, Litchi, Mangosteen, Apple Ber, Avocado to be given priority and promoted
  • Tree plantation programme of 1 km on either side of rivers proposed across the state
  • A total amount of Rs 995 crore to be provided to Horticulture department
  • Siddaramaiah, who is from the Kuruba community, continues to give attention to the livestock - particularly sheep and goat - which is traditionally reared by the community. Schemes worth at least ₹ 65.5 crore have been announced exclusively for sheep/goat development
  • Subsidy for cane crushing machines will be allocated  
  • Irrigation schemes like filling of tanks of Rs 1,137 crore for Belagavi, schemes worth Rs 190 crore for Bagalkot, Rs 50 crore for Hassan
  • Total amount of Rs 1,949 crore is provided to Department of Forest, Environment and Ecology

TAX

  • Reduced sales tax on ATF to small aircraft from 28 to 5 percent to support UDAN scheme
  • The consolidated fund size for the year is expected to be Rs. 1,89,679 crore
  • The state's consolidated fund size for 2017-18 was fixed at Rs 1,86,561 crore. This includes support of Rs. 89,957 crore
  • Excise duty increased by 8 per cent
  • 5% decrease Aero-fuel tax
  • Rs 6,647 crore for Home Department

  • Subsidy to 8 Kannada films every year

SALARY

  • Siddaramaiah announces 30% salary hike for government employees as per the Sixth Pay Commission recommendation. This will cost the State government an additional ₹ 10,508 crore.

EDUCATION

  • Free bus pass to all students in the State, accordingly 19.60 lakh students to be benefited
  • Free education to girls studying in PUC, degree  and Post-graduation courses in govt colleges, with a budgetary allocation of Rs 95 crore for 2018-19. This scheme to facilitate 3.7 lakh girl students.
  • Konkani Study Centre in Dharwad at a cost of Rs 1 crore
  • 25 new Morarji Desai hostels to be opened
  • 25% reservation announced for backward classes and minority students in SC/ST post-matric hostels
  • Centre for excellence in designers to be established to promote designs of entrepreneurs and design products
  • An agriculture college will be set up at Chamrajnagar
  • Yoga centre named after Dr Rajkumar to be set up in Bengaluru
  • 750 backward class students to be sent to foreign universities for higher education in the next five years. 150 students in 2018-19.

HEALTH

  • Karnataka Health Centre to be formed to control the private hospitals
  • Rs 2,177 crore allocation for Medical Education
  • Additional 1,000 beds in Medical Colleges
  • Rs 15 crore allocation for CT Scan facility in Kidwai Hospital 
  • 30 Nursing Colleges to be upgraded 
  • Incubation Centre in Kalaburgi at a cost of Rs 5 crore

COMMERCE and INDUSTRIES and Infrastructure

  • A total of Rs 1,681 crore is allocated to the commerce and industries department
  • To promote start ups in Karnataka, an incubation center will be established in Kalaburgi in association with the Deshapande Foundation at the cost of Rs 5 crore
  • Rs 120 crore for maintenance of Indira canteens in BBMP jurisdiction
  • Rs 440 Cr-12 over bridges and underpass from 51.36 km signal- free corridor
  • 20 lakh houses to be built in next five years in cities and rural areas
  • A silk museum will be developed at Talghattapura's Karnataka State Silk Research and Development Institute
  • More air quality monitoring stations to be set up in Karnataka to combat pollution
  • Massive afforestation programme to be taken up along banks of rivers in the state
  • 11 new industrial townships at Koppal, Bellary, Yadgir, Dharwad, Tumakuru, Mysuru, Chamarajanagara, Bengaluru rural and Ramanagara districts
  • Rs 25 crore for pedestrian infrastructure and cycling in other towns

TECHNOLOGY

  • State government allocates Rs 147 crore for E-governance department.
  • Five new mobile apps to be developed to help registration, survey of lands- 

    1.Samyojane - to obtain citizen service details of the department
    2.Dishank- to obtain survey number and map on spot
    3.Samikshe - for issuance of digital sketches
    4.Aadhaar Sangrahane - to collect public Aadhaar numbers
    5.Moulya - to know guidance value of any immovable property

  • Government to upgrade Sakaala 2.0 using the modern e-governance tools like e-sing, digital locker etc

SPORTS

  • Athletes to be directly appointed into State police service
  • Government to setup Karnataka Sports University under PPP model
  • Rs 7 crore for Dasara CM Cup sports
  • 5 new hostels for women athletes in the State

PENSION/SOCIAL SECURITY

  • Rs 200 increase in pension of those who are (more than 75%) physically challenged 
  • Monthly pension under Social Security Scheme increased

TOURISM

  • Development of comprehensive tourism amenities in 20 heritage tourism destinations including Hampi, Beluru-Halebidu, Shravanabelagola, Nandi Hills, Kalburgi
  • On the lines of Delhi Haat, Mysuru Haat will be developed at Karnataka Exhibition Authority in Mysuru
  • Sericulture tourism on the Bengaluru-Mysuru corridor in collaboration with Central Silk Board. An international level 'live museum' will be established in the sericulture area of Channapatna
  • House boats and floating canteens at select tourist locations

POLICE/OTHERS

  • Toilets to be constructed in Women's Police Station
  • Incentive of Rs 3 lakh for a SC boy marrying a girl from any other caste and Rs 5 lakh for a Scheduled Caste girl marrying a boy from another caste
  • 3,172 crore allocation for welfare of Backward Classes 
  • Nirbhaya Kendras will be established at all police commissioner's office
  • Video linking system will be provided to all district prisons and courts for speedy disposal of pending trials
  • With a cost of Rs 85 crore, new high security prison will be constructed in Mangaluru
  • Karnataka Prison Development Board will be established to give skill training in various professions to prisoners
  • Rs 100 crore high security branch will be established at Bengaluru Central Prison
  • 50 fire stations to be established at the newly formed taluks in the next five years

  • Representation of women in police department enhanced by 25% in the next five years
