The admission and fee regulatory committee, headed by Justice R Rajendra Babu, has warned self-financing medical colleges in Kerala not to demand blank cheques from first-year MBBS students.

The colleges cannot demand or accept blank cheques from students, but can only seek the bank guarantee for one year. Accepting blank cheques will be treated as capitation fee, the committee explained. 

The Rajendra Babu committee, deputed by the government to fix the fee structure for medical courses, has issued a directive to the college managements in connection with this. The directive comes after several students raised complaints of colleges seeking blank cheques during admission.

According to the orders issued by the Kerala High Court and Supreme Court, medical colleges can seek bank guarantee for a year. If any management demands anything more than that, it will be considered as a violation of norms, the committee stressed.
