According to reports, Kim said that the common people raise livestock and cattle while only the rich and elite have pet dogs. He called having pet dogs a sign of "capitalism" and "bourgeois ideology."

Another South Korea newspaper reported that North Korean authorities have identified houses with pet dogs and are forcing them to give them up. The paper also said that some of the dogs are sent to state-run zoos or sold to dog meat restaurants, and pet owners are "cursing Kim Jong Un behind his back”.
