On the other hand, the Indian Railways Supervisors Association (IRTSA) has proposed a four-tier HRA system. The Pragatisheel Shikshak Nyay Manch (PSNM) suggested a two-tier slab, but also recommended that the rates should be increased once DA reaches 25% and 50%.

In its memorandum, the NC-JCM has argued for indexing HRA with DA. This would allow for automatic changes to keep up with inflation.
