On Sunday, just moments after the brutal killing of two migrants from Bihar in the Wanpoh area of South Kashmir’s Kulgam, a mysterious note emerged on social media.
The fax message, allegedly sent by Inspector General of Police (Kashmir) Vijay Kumar, directed all police stations to bring all non-local labourers in their respective jurisdictions to police, CRPF and Army camps.
The message, the Jammu and Kashmir Police, said was fake.
The Kashmir Zone Police cited IGP Vijay Kumar as confirming that the order asking district police authorities to relocate non-local labourers to police and army camps was fake.
At least nine civilians have been killed by terrorists in just two weeks.

On Sunday, two labourers from Bihar named Raja Reshi Dev and Joginder Reshi Dev were shot dead in Wanpoh area of Kulgam. A third labourer, Chunchun Reshi Dev, was injured in the attack.
On Saturday, a street vendor from Bihar's Banka, Arbind, was shot dead in Srinagar while a non-local carpenter from Uttar Pradesh, Sagir Ahmad, was killed in Pulwama.
Earlier this month, terrorists targeted a Government Boys Higher Secondary School in the Eidgah locality. The terrorists shot dead the school's principal, Supinder Kaur, and a teacher identified as Deepak Chand.
Another victim of the terrorists was Makhan Lal Bindroo, who was a well-known pharmacist in Srinagar from the Kashmiri Pandit community. That same evening, a migrant identified as Virender Paswan was shot dead in Srinagar while a Kashmiri identified as Mohammad Shafi Lone was killed in Bandipora.
The Resistance Front, an affiliate of the terrorist outfit Lashkar-e-Tayiba, has claimed responsibility for these attacks.
