'Operation Kavach 13.0': Delhi Police's 48-hour crackdown on crime

The Central District Police launched a massive, district-wide enforcement drive under 'Operation Kavach 13.0', in strict compliance with the directions of Police Headquarters, conducted continuously for 48 hours from March 29 (1800 hrs) to March 31 (1800 hrs). The operation targeted narcotics traffickers, illicit liquor smugglers, illegal arms carriers, gamblers, BNSS offenders, DP Act violators, COTPA violators and other anti-social elements, ensuring a decisive blow to crime networks operating in the district.

Operational Execution and Strategy

The operation was conducted under the overall supervision of the undersigned, with active participation of all 15 Police Stations, 1 Cyber Police Station and specialised units, including Special Staff, Anti-Narcotics Cell, AATS, and Technical Surveillance Units A total of 110 dedicated teams were deployed, carrying out 283 intelligence-driven raids across identified hotspots, slum clusters, industrial areas, liquor supply routes, suspicious establishments, isolated pockets, night-dominant crime zones and vulnerable stretches.

During the operation, the police officials kept a round-the-clock naka checking and mobile patrolling, human and technical intelligence-based surveillance, seamless real-time coordination among SHOs & specialized units, intelligence-driven target mapping & hotspot domination, simultaneous multi-location raids with precision planning, aggressive field deployment with zero response time, integrated cyber & ground intelligence coordination, continuous surveillance on repeat & high-risk offenders, and real-time command & control monitoring The Special Staff, ANC, AATS and Technical Surveillance Units played a pivotal role in intelligence development and real-time operational support, ensuring swift and effective action on the ground.

Operation Results: Arrests and Seizures

Action Under NDPS Act

A total of 37 cases were registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, with an arrest of 59 individuals. 14.62391 kilogram of marijuana, 0.306 kilogram of heroin, 0.63371 kilogram of smack, 23 panni pipe and Rs 5260 cash were seized during the raid.

Action Under Delhi Excise Act

13 cases were registered under the Delhi Excise Act, while 14 persons were apprehended. At least 996 quarters of illicit liquor were seized by the officials.

Action Under Arms Act

12 cases were registered under the Arms Act, with an arrest of 12 individuals. During the raid, 10 knives, 2 pistols, 3 live cartridges, 1 mobile phone, and 1 scooty were recovered.

Action Against Gambling and Theft

23 cases were registered against Gambling with an arrest of 41 individuals. Rs 34, 210 cash and 1 mobile phone were recovered. 4 people were arrested for automobile theft. The police recovered 5 vehicles from their possession.

Apprehension of Offenders

Four Proclaimed Offenders were apprehended, and 200 persons were held under sections 40A and 40B. 118 people have been arrested under section 126/170 of Bhartiya Nyaya Suraksha Sanhita (BNSS).

Preventive Actions and Verifications

1,980 individuals have been arrested under section 65 of the Dowry Prohibition Act, 1961, while 178 vehicles were seized under section 66 of the DP Act. Authorities ran a background check and Hotspot verification on 339 individuals; out of those, 2 were arrested based on the background check and verification results.

COTPA Violations

469 Cigarettes and Other Tobacco Products Act (COTPA) challans have been issued, along with 35 other actions under the BNSS.

Comprehensive Results and Impact

All 15 Police Stations, 1 cyber police station and specialised units collectively conducted 283 raids, apprehended 452 persons under various provisions, detained 1,930 individuals under preventive sections, and issued 469 COTPA challans, reflecting exceptional operational preparedness and enforcement capability.
