Prakash is the second person to be arrested in the case after the prime accused, identified as Mobin Azad Saifi, a senior police official said.
Prakash, who is a driver by profession, left Delhi after the incident. He was arrested from Vasant Kunj area today after he returned, said the official.
Police teams are, meanwhile, looking out for the third accused, Mukesh, who too is absconding and was last traced in a neighbouring state.
23-year-old Congolese national, Masonda Ketanda Olivier, was allegedly beaten to death by a group of men following a brawl over hiring an auto-rickshaw at Kishangarh locality in Vasant Kunj area on late Friday night.
Olivier received a deep wound on his head on being attacked repeatedly with a stone.
While Oliver's friend and other African nationals in the area who rushed to his rescue alleged that the attack on Oliver took place on racial lines, senior police officials had denied the allegations and claimed that this was not an incident of hate crime.
