
A delegation from State, led by Social Welfare Minister Anjaneya met the President Pranab Mukherjee and appealed to assent the bill for reservation for SC/ST for tender works up to Rs 50 lakhs. The bill was admitted under the Karnataka Transparency in Public Procurement bill 2016 and was signed by the Governor and dispatched to the President on August 16, 2016, recently.
The delegation led by Social Welfare Minister Anjaneya, consisted on MPs K H Muniyappa, Dhruvanarayana, B N Chandrappa, B V Naik, MLAs Raju Alagur, Satish Jarkiholi, and Special Additional Representative at Delhi Saleem Ahmed. However, reliable sources said that the President informed the delegation that the bill had not been received at the President’s secretariat, reports Kannada Prabha.
Speaking at a press meet at the Karnataka Bhavan, Minister Anjaneya said a follow up action would be taken in this regard. The aim of this bill is to provide reservation in tenders up to Rs 50 lakhs to SC/ST contractors depending on the population of their respective category, he said. The procedure is for all bills sent by the Governor to the Home Minister, to be sent to the Law Ministry and the department concerned and get their approval and then submitted to the President for assent. In case the Ministry and the Department requires any clarification, the State government should provide. The bill proposing reservation in tender will be submitted to the President only after getting clearance from the Home Ministry, Law Ministry and Social Justice and Empowerment Ministry.
