Delhi Transport Department to soon issue QR-based Smart cards for driving licenses, other vehicle documents

According to a release, the new driver's licence will have an upgraded microchip with characteristics such as Quick Response (QR) code and Near Field Communication. The owner's name will be printed on the front of the new RC, while the microchip and QR code will be implanted on the back.

The Delhi Transport Department will soon issue QR-based Smart cards for driving licences and registration certificates as part of the system's digitization. According to a release, the new driver's licence will have an upgraded microchip with characteristics such as Quick Response (QR) code and Near Field Communication. The owner's name will be printed on the front of the new RC, while the microchip and QR code will be implanted on the back.

Previously, the cards featured integrated chips, but chip reader devices were not accessible in sufficient quantities with both the Delhi Traffic Police and the Transport Department's Enforcement Wing. Furthermore, the states in question developed and implemented chips, which made reading the chip and extracting information challenging, particularly in the event of defaulters. As the statement released by the department, this new system would allow for the unification of linking and confirming one's information to smart cards with Sarathi and Vahan, the two web-based databases of all driving licences and vehicle registrations.

The QR code is also being adopted nationwide; the QR code reader is widely available and eliminates the need for manual involvement. The new cards will also use one of two materials for card production: PolyVinyl Chloride, or PVC, or PolyCarbonate, which is somewhat more costly but more durable. (Card Dimensions: 85.6mm x 54.02mm; Minimum Thickness: 0.7 mm)

The Ministry of Road Transport and Highways (MoRTH) announced modifications to the Driving License and Registration Certificate in October 2018. The new smart card-based DL and RC will be equipped with a chip-based/QR code-based recognition mechanism.

Simultaneously, papers like driving licences and registration certificates in electronic format on DigiLockers and mParivahan were rendered valid in place of physical documents and considered on par with original documents. The QR code also has the added benefit of serving as a security element on the smart card. As soon as a driver/Smart owner's card is confiscated, the department will be able to keep records and fines for up to ten years on the VAHAN database. The new DLs will also assist the government in keeping track of differently-abled drivers, vehicle modifications, emission requirements, and the person's declaration to donate organs.
