The board will not be allowed to disburse any funds for all purposes including the match until they abide by the Justice LM Lodha panel recommendations.  The bench also announced the Lodha panel to appoint auditors scrutinise accounts and high-value contracts handled by BCCI.

 

Thwarting these funds will definitely impact the IPL. By early next year, BCCI had had charted out a plan to initiate media rights to this league for 10 years.

 

The current Ranji Trophy could also take a beating with the sudden freeze in transactions as even state associations are ordered to submit affidavits agreeing to comply with Lodha reforms to appropriate funds. This means that 12 state associations will not get funds and other 13 cannot use what they got until they submit the respective affidavit.

 

With one state, one vote, important states like Gujarat and Maharashtra that have three teams each will now be in soup as the panel is like the bowler who is said to have the hoodoo.

 

Court asked the BCCI President Anurag Thakur to appear before the panel and agree to comply with the recommendations and court order. With auditors scrutinising accounts, Anurag may come under further scrutiny for his conversation with ICC chief is reported to involve huge money transactions.

 

However, the bench had noted that Board’s General Manager Ratnakar Shetty in his affidavit had said that no letter was sought from the ICC CEO as was alleged.

 

The lawyer representing the cash-rich body was Kapil Sibal, who said that the BCCI is depicted as the baddie, literally blaming this to be a ‘doctored pitch’. Sibal argued that the Lodha panel is trying to control the board.

 

Countering Sibal was senior advocate Gopal Subramaniyam who said that the board has to confront charges action for civil and criminal contempt for not ‘falling in line’ with the Lodha reforms.

 

One of the recommendations made by the Lodha committee is 3-year tenure for office bearers limited to three terms. This means that people who run the board will lose their office since they have already completed their term.

Some of the other top recommendations laid out by the Lodha panel are: no BCCI office-bearer can hold two posts simultaneously, ethics officer to decide on conflict of interest, limited autonomy for IPL governing council, no BCCI office bearer can be minister or government servant, formation of apex council with nine members to run IPL and independent governing bodies for ICC and BCCI.
