The biker is seen cautiously navigating around a number of huge potholes and water-logged craters in a commuter's footage of the incident. Moments later, a water tanker travelling alongside the motorcycle attempts to cross one of the deep craters, loses balance and veers towards the biker.&lt;/p&gt;&lt;p&gt;The tanker runs over the two-wheeler after knocking the rider off his motorbike. The rider just avoided what could have been a deadly collision by swiftly leaping aside because both vehicles were travelling at a slow speed.&lt;/p&gt;&lt;p&gt;The incident happened on a partially finished section of the CDP road that connects the Old Airport Road corridor to SH-35 in Varthur. IMD has warned fishermen against venturing into the sea amid strong winds and rough conditions along coastal areas.&lt;/p&gt;&lt;img&gt;&lt;p&gt;Karnataka is expected to receive rain in several parts of the state over the next few days, while the India Meteorological Department (IMD) has issued a warning for strong winds and rough sea conditions over the north Bay of Bengal and coastal areas.&lt;/p&gt;&lt;p&gt;Fishermen have been advised not to venture into the sea as wind speeds could reach 40 to 50 kmph, with some areas likely to experience speeds of up to 60 kmph.&lt;/p&gt;&lt;p&gt;Meanwhile, several parts of Karnataka recorded moderate rainfall on Wednesday, with heavy showers reported in parts of coastal Karnataka.&lt;/p&gt;&lt;img&gt;&lt;p&gt;The IMD has issued a warning of wind speeds of around 40 to 50 kmph over the north Bay of Bengal and coastal areas. In some areas, winds could reach speeds of up to 60 kmph.&lt;/p&gt;&lt;p&gt;Sea conditions are expected to remain rough, with high waves likely along the coast. Fishermen have been advised not to venture into the sea.&lt;/p&gt;&lt;img&gt;&lt;p&gt;The IMD Bengaluru centre has forecast rainfall in Karnataka until August 22. Rain is expected in coastal districts as well as parts of Malnad and interior Karnataka, including Dharwad, Haveri, Kalaburagi, Yadgir, Kodagu, Hassan, Chikkamagaluru and Shivamogga.&lt;/p&gt;&lt;p&gt;Bengaluru is also expected to receive rain during this period.&lt;/p&gt;&lt;img&gt;&lt;p&gt;The state received widespread rainfall on Wednesday after a relatively dry spell of nearly 12 days. Although no part of Karnataka recorded very heavy rainfall in the last 24 hours, around 65% of the state received moderate rainfall.&lt;/p&gt;&lt;p&gt;Kunjalu in Udupi recorded 107.5 mm of rainfall, while Neelavar received 97 mm. Bellandur in Dakshina Kannada recorded 89.5 mm of rainfall.&lt;/p&gt;&lt;img&gt;&lt;p&gt;Heavy rainfall in the Western Ghats of Maharashtra has increased the water level of the Krishna River, resulting in higher inflows into the Almatti reservoir.&lt;/p&gt;&lt;p&gt;As of August 19, the water level in Almatti stood at 122.30 feet, close to its full capacity. Around 50,000 cusecs of water was being released from Almatti to the Narayanpur reservoir.&lt;/p&gt;&lt;p&gt;The Basava Sagar reservoir has also reached 32.84 feet, leaving around one foot before reaching full capacity.&lt;/p&gt;&lt;img&gt;&lt;p&gt;Around 20,094 cusecs of water is being released from four reservoirs in the Cauvery catchment area, while the combined inflow stands at 12,733 cusecs.&lt;/p&gt;&lt;p&gt;Although rainfall in the Tungabhadra dam basin has been limited, inflows into the reservoir are continuing. The reservoir near Hosapete has a storage of around 94 TMC, which is about 89% of its full capacity.&lt;/p&gt;&lt;img&gt;&lt;p&gt;Parts of eastern India, Uttar Pradesh, Uttarakhand and Himachal Pradesh have received above-normal rainfall. However, between June 1 and August 18, India recorded 13% less rainfall than normal.&lt;/p&gt;&lt;p&gt;While some regions have received heavy rainfall, others have experienced significant rainfall deficits. The uneven distribution of rainfall has raised concerns over drinking water availability and water supply for agriculture.&lt;/p&gt;&lt;p&gt;The IMD has attributed the rainfall deficit to the uneven progression of the monsoon.&lt;/p&gt;&lt;img&gt;&lt;p&gt;The impact of El Ni&ntilde;o also remains a concern for the monsoon. India has recorded a 13% rainfall deficit, following a significant shortfall in June and uneven rainfall during July and August.&lt;/p&gt;&lt;p&gt;If El Ni&ntilde;o strengthens again, monsoon activity could weaken and rainfall may decline in September. As a result, the weather over the next three to four weeks is expected to be crucial.&lt;/p&gt;&lt;p&gt;If favourable rainfall occurs in September due to a depression forming over the Bay of Bengal, it could provide some relief from water shortages. Police and Forest Department teams are investigating.&lt;/p&gt;&lt;img&gt;&lt;p&gt;The unrest following an encounter in Hanur taluk of Chamarajanagar district has intensified, with incidents reportedly spreading from the Cauvery Wildlife Sanctuary to the Male Mahadeshwara (MM Hills) Wildlife Sanctuary.&lt;/p&gt;&lt;p&gt;Forest protection camps have allegedly been targeted with gelatin and dynamite, while forest fires have added to concerns.&lt;/p&gt;&lt;p&gt;With the situation escalating, the Anti-Naxal Force (ANF) may join the investigation into the incidents. Authorities are probing the alleged use of explosives to target forest camps and the reported forest fires.&lt;/p&gt;&lt;img&gt;&lt;p&gt;Miscreants who allegedly entered the Shilubepura forest area in Kollegal taluk reportedly set fire to the forest, destroying more than 10 acres of forest cover. An anti-poaching camp near the estate was also reportedly damaged in the incident.&lt;/p&gt;&lt;p&gt;The Forest Department Staff has been releasing videos of the alleged incidents, one after another, raising serious concerns among officials of the Male Mahadeshwara Wildlife Sanctuary. Authorities are investigating the incidents.&lt;/p&gt;&lt;img&gt;&lt;p&gt;The use of gelatin and dynamite sticks to allegedly target anti-poaching camps inside the forest has raised serious concerns among security personnel.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;ANF May Join Investigation&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Following the reported explosive attacks, a team of the Anti-Naxal Force (ANF), along with the police, is likely to visit the anti-poaching camps and inspect the sites.&lt;/p&gt;&lt;p&gt;Authorities are also investigating the source of the explosives and examining whether any Naxal links or organised poaching networks are involved.&lt;/p&gt;&lt;img&gt;&lt;p&gt;ACF Mariswamy of the Cauvery Wildlife Sanctuary said that eight anti-poaching camps were severely damaged using gelatin and dynamite. Three staff lodges, solar fencing, batteries and a departmental jeep were also destroyed.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Forest Department Details Damage&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&ldquo;There are a total of 28 anti-poaching camps in the sanctuary. Of these, eight were severely damaged using gelatin and dynamite. Three staff lodges, solar fencing, batteries and a departmental jeep were also destroyed,&rdquo; Mariswamy said.&lt;/p&gt;&lt;img&gt;&lt;p&gt;&ldquo;We are not accusing the farmers. However, miscreants involved in illegal poaching may have carried out these attacks out of hostility. There are several footpaths through the forest, and they are reportedly entering the area at night and carrying out the blasts. The destruction of these camps will make it difficult to prevent human-wildlife conflict and will be a major setback to forest protection efforts. The proposed toll-based flyover, being planned by Bengaluru Smart Infrastructure Limited (B-SMILE), is aimed at providing a faster alternative through the city and reducing congestion on key roads, junctions and existing routes. The project is expected to offer motorists a quicker way to travel across the city while allowing those who do not wish to pay the toll to continue using the existing road network.&lt;/p&gt;&lt;p&gt;The project will be developed under a Public-Private Partnership (PPP) using the Build, Own, Operate and Transfer (BOOT) model. The estimated cost of the project is around ₹3,500 crore. The state government will fund 40% of the project, while the private contractor will bear the remaining 60%.&lt;/p&gt;&lt;p&gt;Once the elevated corridor is completed, the contractor will be allowed to collect tolls from users for 30 years to recover the investment. B-SMILE Director Prahlad told the media that the government will decide the exact toll rates for different categories of vehicles.&lt;/p&gt;&lt;p&gt;The project has an ambitious completion target of 30 months. The four-lane elevated corridor will begin near the Yeshwanthpur Flyover and feature 12 entry and exit points along the route, allowing motorists to enter and leave the corridor at multiple locations. This includes villas approved under the Karnataka Town and Country Planning Act, 1961. It will also cover projects with more than eight apartments developed on sites within an approved layout.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Association Registration Is A Must&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;A key provision of the bill is the mandatory registration of apartment owners' associations. The proposed law covers various aspects, including the formation of associations, ownership rights, builder responsibilities and monthly maintenance charges.&lt;/p&gt;&lt;p&gt;Once the bill becomes law, every apartment complex, whether old or new, will have to register its association with the competent authority.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;All Documents Must Be Handed Over Within 60 Days&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;According to the bill, every apartment owner will automatically receive a proportional undivided share (UDS) in the land and common areas.&lt;/p&gt;&lt;p&gt;Builders or project promoters will have to hand over all project-related documents to the apartment association within 60 days of receiving the Occupancy Certificate (OC). These documents will include approved plans, warranties, maintenance agreements, the corpus fund and other relevant records.&lt;/p&gt;&lt;p&gt;The association will also have the authority to recover pending maintenance charges, along with applicable interest.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Builders To Pay Maintenance For Unsold Flats&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;One of the key provisions for apartment residents is that builders will have to pay maintenance charges for flats that remain unsold.&lt;/p&gt;&lt;p&gt;The bill states that maintenance charges should be calculated based on the super built-up area of each apartment. However, additional charges may be levied for special services used by individual residents.&lt;/p&gt;&lt;p&gt;If an owner wants to sell their apartment, they will first have to obtain a 'no dues' certificate from the association.&lt;/p&gt;&lt;p&gt;The bill also proposes that any major structural changes, redevelopment or modifications affecting the number or size of apartments will require the consent of at least 75% of the apartment owners.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Association Committee Term Capped At Two Years&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;The bill provides for the registration of apartment owners' associations. For existing projects, associations will have to apply for registration within three months of the law coming into force.&lt;/p&gt;&lt;p&gt;The competent authority will then have 60 days to register the association and issue a certificate.&lt;/p&gt;&lt;p&gt;The term of an association's executive committee will be capped at two years. Further, anyone who has served two consecutive terms will not be eligible to contest an election or be nominated for the immediately following term.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;A 'Competent Authority' To Be Formed&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;To oversee the implementation of the proposed law, a 'Competent Authority' will be established within three months.&lt;/p&gt;&lt;p&gt;The authority will comprise an officer from the local or planning authority who is not below the rank of a 'B' grade officer. It will oversee the registration, functioning and financial affairs of apartment owners' associations.&lt;/p&gt;&lt;p&gt;The authority will also have the power to investigate complaints and direct builders, apartment owners or associations to pay fines or outstanding dues in cases of violations.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Fines Of Up To ₹1 Lakh For Violations&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;The bill proposes penalties for violations of its provisions. Builders who fail to submit the required declaration, assist in forming an apartment association or hand over an apartment without the required authority certificate may face a fine of up to ₹1 lakh.&lt;/p&gt;&lt;p&gt;If the violation continues, an additional fine of up to ₹1,000 per day may be imposed.&lt;/p&gt;&lt;p&gt;For other violations by builders, apartment associations or owners, the competent authority may impose a fine of up to ₹20,000 per violation, either based on a complaint or on its own initiative. If the violation continues, an additional fine of up to ₹1,000 per day may be imposed.&lt;/p&gt;&lt;p&gt;If a person fails to pay the fine, the amount may be recovered in the same manner as property tax or land revenue arrears.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;State-Level High-Powered Committee&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;The bill also proposes the formation of a state-level Karnataka State Consultation and Advisory Committee, comprising representatives of apartment owners' associations and government officials.&lt;/p&gt;&lt;p&gt;The committee will advise the government on issues faced by apartment owners and recommend possible legal and policy solutions.&lt;/p&gt;&lt;p&gt;The state government will appoint the chairman of the committee.&lt;/p&gt;&lt;p&gt;If enacted, the proposed Karnataka Apartment (Ownership and Maintenance) Bill, 2026, could introduce a more structured framework for apartment ownership and maintenance across the state, while setting out clearer responsibilities for builders, apartment associations and individual flat owners.&lt;/p&gt;]]></content:encoded>

He typically logged in at around 8 am and worked until 4.30 pm, spending roughly 8.5 hours a day on the platform. On a decent day, he said he could earn around ₹1,200.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Learning How The Rapido Platform Works&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;When he started, the student said he had little understanding of how the platform operated. However, when he contacted Swiggy, he was directed to Rapido. Rapido, in turn, directed him back to Swiggy because it was a Swiggy order.&lt;/p&gt;&lt;p&gt;The student described the experience as a &quot;Swiggy &harr; Rapido infinite loop&quot;.&lt;/p&gt;&lt;p&gt;He said he spent around 45 minutes trying to resolve the issue before noticing that the drop location was a tuition centre. He searched for the centre on Google Maps, found its phone number and contacted them directly.&lt;/p&gt;&lt;p&gt;After explaining the situation, someone from the tuition centre spoke to the restaurant staff and helped get the order cancelled.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Limited Customer Contact During Food Orders&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;The student also highlighted another issue he encountered during the incident. The large-scale initiative covered more than 200 acres across major layouts in Bengaluru and involved the procurement, transportation and planting of thousands of saplings, along with arrangements for their upkeep and maintenance.&lt;/p&gt;&lt;p&gt;The details were shared by Chief Minister DK Shivakumar in the Legislative Assembly while responding to a question raised by SR Vishwanath, BJP MLA from Yelahanka constituency.&lt;/p&gt;&lt;p&gt;According to the Chief Minister, the total expenditure of ₹12.5 crore included the cost of purchasing and transporting the saplings, hiring professional Guinness World Records consultants, developing a digital platform and promoting the plantation drive.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Breakdown Of The 15 Lakh Saplings&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;For the plantation drive, the BDA procured saplings in three broad categories.&lt;/p&gt;&lt;p&gt;Around 5 lakh common local tree saplings were purchased at ₹54.70 each. Another 3 lakh saplings, including shrubs and medicinal plants, were procured at ₹45 each.&lt;/p&gt;&lt;p&gt;The remaining 7.5 lakh saplings belonged to Rare, Endangered and Threatened (RET) species.&lt;/p&gt;&lt;p&gt;To ensure the saplings survive and receive regular care, the BDA has also engaged 23 non-governmental organisations (NGOs) for their upkeep and maintenance.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Where Did The Saplings Come From?&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;The BDA sourced the 15 lakh saplings, comprising around 350 varieties, from two main suppliers.&lt;/p&gt;&lt;p&gt;Ishan Native Plants, based in Kondashettihalli near Hesaraghatta, supplied 10.5 lakh saplings. The department has inspected hundreds of establishments, collected thousands of food samples for laboratory analysis and issued notices to outlets found violating hygiene standards. Officials have also taken action against dhabas, warehouses and other food businesses following inspections and complaints related to food safety.&lt;/p&gt;&lt;p&gt;The department has so far inspected 629 Backward Classes hostels and 331 Social Welfare Department hostels. During the inspections, officials collected 1,860 food samples from Backward Classes hostels and 556 samples from Social Welfare Department hostels for testing.&lt;/p&gt;&lt;p&gt;The inspection drive also covered 603 Anganwadi centres, from which 549 food samples were collected and sent for laboratory analysis.&lt;/p&gt;&lt;p&gt;The drive further covered 889 food outlets across 186 bus stands in the state. Notices were issued to 206 outlets for failing to maintain proper hygiene standards. According to officials from the Food Safety and Drug Control Department, a spot fine of ₹55,000 was also collected.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Raids On 99 Dhabas&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;Five special investigation teams from the department conducted raids and inspections at 99 dhabas located along various state highways. Establishments where violations or shortcomings were found were fined a total of ₹3,67,500.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Cases Against 44 Warehouses&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;Across Karnataka, officials inspected 236 food business warehouses. Eight warehouses were fined a total of ₹1.97 lakh for failing to maintain proper hygiene standards.&lt;/p&gt;&lt;p&gt;Officials also said that the process of filing cases against 44 warehouses for violating provisions of the Food Safety and Standards Act is underway before the Additional District Commissioner's court.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Poor-Quality Milk Detected&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;Officials collected 25 samples of milk and milk products entering Karnataka from neighbouring states. But this time, the cost of everything from paint and bamboo to clay has gone up significantly. On top of that, transport and labour costs have also increased. We have no choice but to increase idol prices by 10 to 15 per cent,&quot; he said.&lt;/p&gt;&lt;p&gt;Hubballi and Belagavi are known for their grand public Ganeshotsav celebrations, with large Ganpati idols installed across the cities. Skilled artisans from states such as West Bengal travel to Karnataka months ahead of the festival to make these elaborate idols.&lt;/p&gt;&lt;p&gt;Appu Pal, an artisan from West Bengal who travels to Hubballi every year, said raw material and labour costs had increased considerably this year.&lt;/p&gt;&lt;p&gt;&quot;Raw material costs have increased by 10 to 30 per cent. Labourers are also asking for more money. We make huge 21-foot idols as well as smaller ones.             <content:encoded><![CDATA[&lt;p&gt;A report by the Comptroller and Auditor General of India (CAG) has flagged serious gaps in basic passenger amenities at several major railway stations in Karnataka, including KSR Bengaluru and Yeshwantpur. The audit found that some stations lacked essential drinking water facilities, while others faced shortages of taps, toilets, waiting areas and facilities for differently-abled passengers. The findings have raised concerns over the availability and maintenance of basic amenities at busy railway stations across the state.&lt;/p&gt;&lt;p&gt;The CAG audit covered a five-year period from 2019-20 to 2023-24 and examined 512 railway stations across the country. As part of the audit, 31 stations under the South Western Railway (SWR) zone, which covers most of Karnataka, were inspected.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;No Water Coolers At Majestic And Yeshwantpur&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;The audit highlighted gaps in basic drinking water facilities at KSR Bengaluru, also known as Majestic, one of the busiest railway terminals in the state.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Majestic Station:&lt;/strong&gt; KSR Bengaluru is among the 10 stations in the country classified under the top NSG-1 category. During the audit period, the station generated annual revenue of ₹757 crore and handled 2.4 crore passengers. However, the CAG found that the station did not have water coolers, a mandatory facility for NSG-1 stations.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Yeshwantpur Junction: &lt;/strong&gt;The audit also found that Yeshwantpur Junction did not have drinking water taps. The station was among 19 railway stations across the country identified with this shortcoming. Despite being an NSG-2 category station, Yeshwantpur also lacked water coolers.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Poor Facilities At Kengeri, Bangarapet, Davanagere And Mandya&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;&lt;strong&gt;Kengeri Station:&lt;/strong&gt; The drinking water facilities at Kengeri railway station on the Bengaluru-Mysuru line were also found to be inadequate.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Bangarapet Junction: &lt;/strong&gt;The station was found to have a shortage of drinking water taps, fans and seating arrangements for waiting passengers. The audit also found that some electronic train indicator boards were not functioning.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Davanagere And Mandya: &lt;/strong&gt;The report highlighted poor toilet and washroom facilities at both stations.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Sir M Visvesvaraya Terminal: &lt;/strong&gt;The Sir M Visvesvaraya Terminal (SMVT) in Baiyappanahalli was a notable exception. The CAG report found that the station had the minimum essential amenities during the audit period.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Overall Picture In South Western Railway Zone&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;Across the South Western Railway zone, 10 stations were found to have shortages of minimum essential facilities.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Drinking Water For General Class Passengers:&lt;/strong&gt; Twelve stations did not have enough drinking water taps to meet the needs of passengers travelling in General Second-Class coaches.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Shortage Of Toilets And Waiting Halls:&lt;/strong&gt; Four stations in the zone did not have waiting halls. Five stations had no urinals, while 11 others faced a shortage of urinals.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Facilities For Differently-Abled Passengers: &lt;/strong&gt;Although the SWR zone performed better than several other railway zones in providing facilities for differently-abled passengers, gaps remained. Eight stations lacked ramps, while five did not have non-slippery walkways.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Railway Ministry Announces New Measures&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;In response to the CAG findings, the Railway Ministry announced on Sunday that water coolers and a new &quot;Tank-to-Tap&quot; water filtration system would be installed at 20,000 locations across the railway network.&lt;/p&gt;&lt;p&gt;The ministry also said the Railway Board would directly monitor drinking water availability and quality across railway stations. According to civic officials, the school did so without providing proper medical documents or confirmed information regarding H1N1 infections among students.&lt;/p&gt;&lt;h2&gt;&lt;strong&gt;Only Two Teachers Confirmed With H1N1&lt;/strong&gt;&lt;/h2&gt;&lt;p&gt;Following media reports, Commissioner Pommala Sunil Kumar directed a public health team to investigate the situation at the school. The team found that only two teachers had tested positive for H1N1 and were receiving outpatient treatment. One of them had already recovered and returned to work.&lt;/p&gt;&lt;p&gt;The health department also said it found no medical records or confirmed reports indicating that any student had tested positive for H1N1.&lt;/p&gt;&lt;p&gt;The commissioner said that providing unverified information to the media and creating fear among the public could constitute a serious offence under the Epidemic Diseases Act.
