Bengaluru: Following the stampede during Royal Challengers Bengaluru's victory celebrations, the Karnataka government has decided to introduce a new law for crowd control. The stampede at Chinnaswamy stadium resulted in 11 deaths and over 60 injuries. The Karnataka cabinet has discussed the draft bill, which proposes up to three years imprisonment and a ₹5,000 fine for violations.

The law will apply to political rallies and other events. However, religious celebrations and gatherings such as Rathotsavas, Pallaki processions, and Urs are exempt from the bill. Under the Karnataka Crowd Control Bill, anyone disobeying police orders or violating the law will face imprisonment, a fine, or both. Strict penalties will be imposed for organizing events without police permission or failing to manage crowds effectively.

Offenses under this law will be non-bailable. A First Class Magistrate will handle such cases. The bill is likely to be approved in the next cabinet meeting.

Karnataka govt blamed for stampede

The Karnataka High Court had pulled up the Congress government over the tragic stampede during RCB's celebration at Chinnaswamy stadium on June 4. Following the incident, the court took suo moto cognizance and heard the case. A division bench headed by acting Chief Justice V Kameswar Rao and Justice CM Joshi posed nine key questions to the state government

Top police officials at the Cubbon Park Police Station were suspended and a one-man commission under a retired High Court Judge was formed to probe the incident.

A South Korean tourist who was allegedly molested by an airport staff member at Bengaluru's Kempegowda International Airport has said that the incident should not be seen as a measure of India’s safety. While calling the experience traumatic, she stressed that one person’s actions do not represent an entire country.

In an exclusive interaction with the media, the tourist, Kim Sung Kyung, spoke openly about what happened to her and why she still believes India is safe for visitors. She also raised serious concerns about safety gaps and power imbalance in high-security areas such as airports.

Incident at Kempegowda International Airport

The incident took place on January 19, after Kim had completed her immigration formalities at the airport. She was visiting Bengaluru to meet a friend.

Kim said she was approached by an airport staffer, later identified as Afan Ahmed, who told her there was a 'beeping' sound coming from her check-in luggage during security clearance.

She said the staff member spoke in a firm and professional manner, which made her believe the situation was serious.

'I thought it was a real security issue'

Speaking about her fear at that moment, Kim said the mention of a beeping sound made her panic.

“He said my luggage was making a beeping sound. I became worried that it could be something dangerous. I thought it was a terror-related issue or a serious problem,” she said.

Because of this, Kim said she agreed to cooperate fully with what she believed was a genuine security procedure.

"He spoke in an accusing and official tone. It felt like an emergency, so I agreed to a personal security check," she added.

Kim said the accused then took her to a men's washroom area and asked her to stand in a ‘T' position. Under the excuse of a security check, he allegedly touched her chest and private parts repeatedly.

She also said the man hugged her from behind without her consent.

“I knew it was completely wrong, but I stayed calm because I wanted to escape safely,” she said, recalling the moment with visible emotion.

When she stepped away and resisted, the accused reportedly said, “OK, thank you,” and walked away.

Immediate complaint and quick arrest

Shaken by the incident, Kim immediately sought help. She said airline staff from Singapore Airlines supported her and guided her to the police station.

“The airline staff and airport security were very supportive,” she said.

Based on her complaint, the accused airport staffer was arrested within 20 minutes. Police registered a case after recording her statement and have begun a formal investigation.

'He does not represent India'

Despite the trauma, Kim made it clear that the incident did not change her view of India as a country. “He does not represent the whole country. India is safe enough,” she said firmly.

She added that people should not judge a nation by the actions of one individual.

However, Kim raised a serious issue about safety systems at airports. She said places like airports have a strong power imbalance, where passengers often trust staff without question.

“There is a power imbalance at airports. Passengers believe what staff say because it is a high-security area,” she explained.

She called for clearer procedures, better checks, and stronger safeguards, especially for women travellers.

“This was a one-off incident, but airports need safer systems and proper processes so such things do not happen again,” she said.

Kim said she chose to speak out not to create fear, but to push for change.

She expressed hope that authorities would improve airport security systems and ensure that no other traveller faces a similar experience.

The Karnataka government has proposed increasing the maximum workday from 9 to 10 hours, allowing more overtime. Labour unions are opposing the move.

Bengaluru: Karnataka government's proposal to increase maximum work hours from 9 hours to 10 hours has triggered severe backlash. The state is reportedly seeking to bring these changes by amending the Karnataka Shops and Commercial Establishments Act, 1961. Karnataka also wants to exclude establishments with less than 10 employees from the purview of the Act.

If the state's proposals are approved, the maximum work hours will increase to 10 hours per day, and overtime will increase to 12 hours per day. The three-month overtime limit will also increase to 144 hours.

The Labour Department, which has issued these changes for consultation, has defended the proposals. The department said Gujarat, Maharashtra, Uttar Pradesh, Uttarakhand, and Chhattisgarh are among the major states that have already introduced similar changes. Recently, Andhra Pradesh had approved a similar move.

Labour unions have rejected these proposals as 'unconstitutional' and contrary to Directive Principles, the Deccan Herald reported. Representatives of various stakeholders, including labour unions and government officials, met on June 18 to discuss the proposals. The meeting was chaired by labour Department Secretary Rohini Sindhuri.

The proposal suggests a 10-hour workday in exchange for two weekly offs on Saturday and Sunday. By working an extra hour each day, employees would receive full weekends off. The Labour Department has gathered public and stakeholder feedback on the matter.

CITU President Varalakshmi said that the labour law should not be amended under any circumstances. “Working hours of labourers should not be increased. We will also appeal to CM Siddaramaiah. This will be a burden on the workers,” she added.

Hotel owners' association welcomes move

The Karnataka Hotel Owners’ Association has welcomed the proposed amendment, stating that the 10-hour workday could offer greater flexibility for businesses in the hospitality sector. They believe the move will help address staffing shortages and improve service continuity during peak hours, especially in cities like Bengaluru where demand fluctuates throughout the day.

“Labour organizations do not understand the government's thinking. We would be working only 48 hours a week. Increasing the duration to 10 hours will not make a difference. There will be two days off a week, and the total time will be the same. We welcome the government's thinking,” said PC Rao, President of the Hotel Owners' Association.

A boy from Delhi who went missing after arguments with his parents over mobile phone use and influencer dreams was traced at Bengaluru Railway Station under Operation Milap. He travelled by train across states and was tracked via phone and UPI use.

A 14-year-old boy who went missing from Delhi earlier this month was safely traced at Bengaluru Railway Station after a coordinated effort by Delhi Police and railway authorities under Operation Milap. The teenager had left home following repeated arguments with his parents over mobile phone use, online gaming, and his desire to become a social media influencer.

The boy disappeared from Burari on January 11, leaving his family deeply worried about his safety.

After the boy did not return home, his father approached the local police station, fearing that his son may have been kidnapped. Given the child’s age and the risks involved, police immediately registered a case and formed a special team to trace him.

Deputy Commissioner of Police (North) Raja Banthia said the police treated the case as urgent and began searching for the minor without delay.

During the early stages of the investigation, police learnt that the teenager was keen on becoming a social media content creator. He regularly uploaded short videos online and spent long hours on his mobile phone, including playing online games.

His parents had raised concerns about his excessive screen time, which often led to arguments at home. The situation worsened when his mother took away his mobile phone, hoping to control his usage.

Upset by this, the boy quietly left home, taking his father’s mobile phone with him.

Police initially faced difficulty tracking the child as the phone was mostly switched off. However, officers noticed intermittent phone activity, including UPI transactions made using the father’s bank account.

These digital clues confirmed that the boy was travelling and using the phone occasionally. Further analysis suggested movement through Maharashtra, pointing towards train travel.

Trail leads to Karnataka

On January 14, the phone’s location was traced to Hubballi in Karnataka, strengthening the belief that the boy was on a long-distance train heading south. Police analysed railway data, shortlisted possible trains, and alerted the Government Railway Police (GRP) and Railway Protection Force (RPF) across multiple divisions.

As trains approached Bengaluru, detailed information about the missing boy was shared with railway police in the city.

The joint effort paid off on the morning of January 15, when GRP and RPF personnel traced the boy at Bengaluru Railway Station and placed him in safe custody.

A Delhi Police team, along with the boy’s father, travelled to Bengaluru and brought the teenager back to Delhi on January 19.

Counselling reveals travel plans

During counselling, the boy told police that he had boarded a train from New Delhi and planned to travel further south, including Tamil Nadu. He admitted to switching on the phone occasionally to make digital payments and upload short videos, which ultimately helped police track him.

Boy reunited with family

After completing all legal formalities, the boy was handed over to his parents. Police confirmed that there was no sign of kidnapping or criminal involvement.

Officials said the case highlights the importance of communication between parents and children in the digital age and praised the coordinated police effort that ensured the child’s safe return.

Vijayawada: An Air India Express flight to Bengaluru was cancelled just minutes before takeoff on Thursday, September 4 at Vijayawada International Airport due to a bird hit. The incident took place when an eagle collided with the aircraft’s nose while it was taxiing on the runway. Officials confirmed that the bird strike occurred prior to takeoff. Just a day ago, a Sharjah-bound Air India flight was cancelled in a similar manner due to a technical malfunction. The Air India Express flight IX 613 was scheduled to depart at 4. 25 am on Wednesday with 100 passengers on board. The technical issue was noticed as the aircraft was on the runway preparing for takeoff, leading to the cancellation. Passengers were provided with another flight after a ten-hour delay.

There has been an increase in concerns following the Ahmedabad Air India Plane Crash, which killed 260 people on June 12. Civil Aviation MoS Murlidhar Mohol informed the Lok Sabha in August that the Directorate General of Civil Aviation (DGCA) had conducted 146 maintenance audits of major Indian airlines in 2025 (up to July). DGCA also ordered all airlines operating Boeing aircraft models to urgently inspect the critical locking mechanism of fuel control switches following the release of the preliminary probe report. Although the report suggested pilot miscommunication, Union Civil Aviation Minister Ram Mohan Naidu had said no conclusions should be drawn and urged people to wait for the final report.

Recently, DGCA had issued its first-ever safety clearance for ground handling operations to Air India SATS Airport Services Pvt. Ltd. (AISATS), a move seen as a major step in enhancing aviation safety standards in India. According to a statement issued by DGCA, "The Directorate General of Civil Aviation (DGCA) has granted Safety Clearance to Air India SATS Airport Services Pvt. Ltd. (AISATS) for the first time, reinforcing its commitment to strengthening Safety Management Systems (SMS) and enhancing regulatory oversight in ground handling operations across India".

Bengaluru: The Jammu and Kashmir Students Association (JKSA) on Tuesday, July 15 wrote to Karnataka Chief Minister Siddaramaiah stating that Muslim students wearing hijab were barred from attending classes and threatened with expulsion at a Bengaluru college. The alleged case of religious discrimination happened at Sri Soubhagya Lalitha College of Nursing, affiliated with the Rajiv Gandhi University of Health Sciences (RGUHS).

In its letter, the association said the Kashmiri female students have been systematically targeted, humiliated, and denied their fundamental right to education solely because they choose to wear the hijab. “The college chairman stormed into a classroom and ordered hijab-wearing students to leave immediately. When the students asked for clarification on the basis of this directive, they were told ‘This is our college, only our rules apply.’ The chairman and principal allegedly threatened to terminate the students and withhold their academic records if they continued to wear their religious attire,” Nasir Khuehami, National Convenor of the Association, stated.

The college administration allegedly justified the ban claiming that other students had objected to the presence of hijab-wearing students. “The students were warned that they would not be permitted inside the college unless they removed their hijabs, despite no official or legal policy existing to support such a ban. Forcing students to choose between their faith and education is both unconscionable and unconstitutional. This violates Articles 25 (freedom of religion), 15 (prohibition of discrimination), and 21A (right to education) of the Indian Constitution,” Nasir added.

The association stressed that the implications of this incident stretch beyond the four students directly affected, warning that it sends “a chilling message to every girl from a minority background that her religious identity makes her unwelcome in educational spaces.” They also sought directions to the authorities concerned, including the Education Department, RGUHS, and the Minority Commission to conduct a thorough investigation and take necessary action.

J&K Students Association Writes to Karnataka CM @siddaramaiah Over Hijab Ban on Kashmiri Girl Students in Karnataka Nursing College, Seeks Immediate Intervention@CMofKarnataka @ANI @PTI_News @DKShivakumar @BlrCityPolice @osd_cmkarnataka @ians_india@GreaterKashmir @TimesNow pic.twitter.com/tXv3gWdhaw

— J&K Students Association (@JKSTUDENTSASSO) July 15, 2025

Karnataka Govt Indecisive on Hijab Ban

On February 5, 2022, the Karnataka government issued a directive requiring students to follow the uniform guidelines set by their respective educational institutions, effectively restricting the wearing of hijabs. This move followed an incident in Udupi district where six Muslim students wearing hijabs were barred from entering their college. In response, student groups linked to right-wing organizations, including the RSS-affiliated Akhil Bharatiya Vidyarthi Parishad (ABVP), launched counter-protests, arguing that if hijabs were permitted, saffron scarves should also be allowed on campus.

A petition was filed at the Karnataka High Court challenging the government order, however the ban was upheld. Following this, a petition was filed at the Supreme Court and the case was referred to a larger bench following a split verdict. It is to note that Karnataka Chief Minister Siddaramaiah had promised to withdraw the government order banning hijabs in educational institutions.

Bengaluru: In a shocking incident, the body of a 35-year-old woman has been recovered from a parked auto-rickshaw in Tilak Nagar. Police suspect that the deceased, identified as 35-year-old Salma, was murdered by her lover. The incident came to light around 4 PM on Saturday, October 25. Noticing the auto-rickshaw parked for a long time, residents in the vicinity grew suspicious and found the woman's body when they looked inside. Upon receiving the information, Tilak Nagar police and the Scene of Crime Officers (SOCO) team rushed to the spot and conducted an inspection. The body has been sent to Victoria Hospital for a post-mortem examination.

Further Investigation Underway

During the preliminary investigation, the police found that the deceased's husband had passed away a few years ago, after which Salma developed a relationship with a man named Subramani. It is learned that the accused, Subramani, resides within the Tilak Nagar police station limits. Police suspect that a fight occurred between the two last night, during which Subramani, in a fit of rage, hit Salma on the head with a heavy object, killing her. He then wrapped the body in a cloth, placed it inside an auto-rickshaw parked on the roadside, and fled the scene. Although locals had noticed the auto in the morning, they did not suspect anything. The discovery of the body was revealed in the evening due to a foul smell.

A murder case (IPC Section 302) has been registered at the Tilak Nagar police station regarding the incident, and a search is underway for the accused, Subramani. Currently, the police are examining CCTV footage. According to police officials, several teams have been formed to track down the accused. The motive behind the incident is likely a personal dispute. They have stated that the accused will be arrested soon.

A disturbing incident of alleged sexual harassment in broad daylight has shocked Bengaluru and sparked strong public anger online. A woman has alleged in an Instagram post that she and her friend were sexually harassed on Church Street, one of the city's busiest and most crowded areas, known for its cafes, shops, and heavy footfall.

The incident came to light after a video recorded by the woman was shared on social media. The video quickly went viral, triggering outrage and renewed concerns about women’s safety in public spaces, even during the day and in crowded locations.

Trigger Warning: Video below contains disturbing visuals. Viewers discretion is advised.
    View this post on Instagram
A post shared by Asianet News English (@asianetnewsable)

Video shows man behaving in a disturbing manner

In the widely shared video, a man is seen repeatedly putting his hand inside his pants while standing in public. According to the woman who recorded the clip, the act continued despite the presence of many people around.

At one point, the man appears to notice that he is being filmed. Even then, he does not stop. He continues the same behaviour, allegedly touching his private parts while facing the women. This has deeply disturbed viewers and raised serious questions about fearlessness and lack of consequences.

Police action and FIR confirmed

An FIR has been registered against the man. The woman who posted the video said that she is fully cooperating with the Bengaluru Police and that further legal steps are being taken.

Police have confirmed that the accused is a regular presence on Church Street. They also stated that similar complaints and recordings involving the same man already exist. According to police sources, the behaviour was not a one-time incident and other women have reportedly faced similar acts at the same location and around the same time.

Woman narrates ordeal: 'Fear in a crowded place'

The woman described how she and her friend were stalked, watched, and followed for nearly 30 minutes in broad daylight. She said the man kept staring at them while touching himself, despite hundreds of people being around.

She said they did not immediately run away, as many women are taught that ignoring such behaviour may make the man leave. However, this time, the man did not stop. He only moved away after they began recording him.

“I was surrounded by people and still felt completely unsafe,” she said, adding that crowds do not protect women, accountability does.

Strong words in viral caption spark debate

The caption shared along with the video struck a strong emotional chord online. It said the man was not hiding, not nervous, and not afraid, because he did not expect consequences.

The post stated that silence, fear of making a scene, and lack of public intervention protect such men. It also said women are often told to adjust, while men are allowed to get away with such acts.

The caption described the act as an abuse of power, not desire, and said women are forced to calculate danger even while standing in public places filled with people.

Public outrage floods social media

Thousands of people reacted strongly to the video. Many demanded strict punishment and public accountability. Several women shared their own painful experiences of harassment in public places, including crowded streets and daylight hours.

Some users questioned the role of bystanders and asked why no one intervened. Others criticised comments that told women to “ignore it” or “move on”, saying such advice allows predators to continue.

Many tagged Bengaluru City Police, asking what real safety means if such acts happen openly in crowded areas.

Wider concern over women's safety

The incident has reopened a wider discussion about public safety, social responsibility, and the misuse of silence. Women pointed out that harassment is not rare and that no place truly feels safe, not even in the busiest streets.

Activists and citizens alike have called for stronger action, faster responses, and real consequences so that public spaces become safer for everyone.

Police have assured that the case is being taken seriously. Further investigation is ongoing and authorities have said appropriate legal action will be taken based on evidence and existing recordings.

Bengaluru: The stampede at Royal Challengers Bengaluru (RCB) victory celebration in Chinnaswamy stadium could have been avoided if the organisers had listened to the warning issued by police authorities. A letter written by a top police officer has revealed that Karnataka police warned that lakhs of fans would come to Vidhana Soudha, and that there was the possibility of overcrowding.

Two senior officials of the Karnataka State Cricket Association (KSCA) have stepped down, while the state government faces mounting criticism for its role in the disaster. RCB's marketing and revenue head Nikhil Sosale was arrested at Bengaluru airport when he was leaving with his family to Mumbai. An FIR has been filed against the Karnataka Cricket Association, RCB franchise, and event management company DNA Entertainment for the stampede, which claimed the lives of 11 people and injured over 50 others.

What were the concerns raised by police?

The letter, written on the day of the stampede by Deputy Commissioner of Police (DCP) MN Karibasavana Gowda, said that lakhs of cricket fans would come to Vidhana Soudha. "Since there is a shortage of security personnel, making bandobast will be a problem,” the letter, accessed by TOI, read. The letter was also shared with the then police commissioner B Dayananda, who shared it with chief secretary Shalini Rajneesh. However, the event got clearance.

In his letter, Gowda had expressed concerns about security, time to arrange vital installations, and threats at 10 public points. The letter also highlighted the sensitive status of the venue and inadequate CCTV cameras to monitor the event. According to reports, senior IAS officer G Sathyavathi, in-charge of the event at Vidhana Soudha, publicly urged fans to go to Chinnaswamy stadium before the stampede occurred.

BJP demands resignation of Siddaramaiah, DK Shivakumar

BJP leader CT Ravi held Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivakumar responsible for the tragedy, saying that "such an event could only have been organized with their permission." Ravi questioned how the event was allowed, despite police advising against it.

"Despite the Police advising against it, under whose pressure was permission given to hold this event at the Chinnaswamy Stadium? Should that person not be investigated?" he demanded. Ravi demanded an independent judicial enquiry under the High Court Chief Justice to investigate the circumstances leading to the tragedy. CM Siddarmaiah and the Deputy CM DK Shivakumar should resign. We also demand an independent judicial enquiry under the High Court Chief Justice,” he said.

The move aims to make cinema more affordable, similar to other Indian states like Tamil Nadu, Telangana, and Kerala. Bengaluru, a crucial market for cinema chains, may see altered revenue streams due to this change.

Bengaluru: The Karnataka government on Friday, September 12 released draft rules to amend the Karnataka Cinema (Control) Rules, 2014, proposing a maximum ticket price of Rs 200 for all movie theatres in the state, including multiplexes, excluding taxes. The draft rules, however, allow an exemption for multi-screen cinemas offering premium facilities with 75 seats or fewer, which will not be subject to the Rs 200 cap. Stakeholders have been invited to submit their feedback within 15 days to the office of the Additional Chief Secretary, Home Department. The amendment is issued under the powers granted by Section 19 of the Karnataka Cinema (Control) Act, 1964 (Karnataka Act No. 23 of 1964). According to the government notification, the Karnataka Cinemas (Regulation) (Amendment) Rules, 2025, will take effect from the date of their official publication in the Gazette.

Premium Theatres Will Still Be Expensive

Under the proposed Karnataka Cinemas (Regulation) (Amendment) Rules, 2025, multi-screen theatres with premium facilities and seating of 75 or fewer will be exempt from the Rs 200 ticket price cap. This means that small luxury or boutique screens, often offering enhanced amenities such as plush seating, private lounges, or advanced audio-visual systems, can continue to charge higher ticket prices. Patrons seeking a more exclusive or premium movie-going experience in these smaller multiplexes are likely to pay significantly more than the standard Rs 200 limit, while regular screens across the state will be subject to the new price cap.

In India, several states have at different times implemented caps or issued guidelines to regulate movie theatre ticket prices, primarily to ensure affordability for the general public and to support regional cinema. In Tamil Nadu, the maximum ticket price is set at Rs 150, not including GST and local taxes. In Telangana, regular seats are capped at Rs 295, while recliner seats cannot exceed Rs 350. Meanwhile, in Andhra Pradesh, ticket prices are limited to Rs 177 for standard seats and Rs 295 for recliners. However, multiplex chains often set their own pricing based on operational costs and demand, meaning that while the caps exist in theory, their practical application is limited. Kerala has also implemented ticket price caps to make cinema more affordable, impacting multiplex profitability, especially for premium formats like IMAX and 3D.

Importance of Bengaluru for Cinema Chains

Bengaluru is a key market for PVR Inox due to its urban population and high entertainment demand. About 12% of PVR Inox’s total revenue comes from Karnataka. According to experts, the proposed Rs 200 ticket cap in Karnataka could affect exhibitors’ economics, including rentals and regular upgrades. Exceptions for blockbuster films in other states may not apply in Karnataka. High ticket and F&B prices have drawn criticism, prompting filmmakers and production bodies to advocate for more affordable rates. Experts emphasize the need to balance affordability with maintaining a high-quality cinematic experience. Global theatrical chains are struggling against OTT platforms, making sustainable ticket pricing crucial. Affordable pricing is seen as key to keeping audiences coming to cinemas regularly.

Bengaluru: Two women students were injured, one of them seriously, after being attacked by stray dogs on the Bengaluru University campus on Tuesday morning. The incident occurred at around 11 am. The victims have been identified as Soujanya GJ, a native of Haveri, and Rega Nikshitha from Telangana. Both are in their third year of the integrated MSc (Economics) programme at the Dr. B.R. Ambedkar School of Economics University. Soujanya sustained multiple serious injuries and is currently in the ICU of a private hospital, while Rega is undergoing treatment for less severe wounds. The incident comes amid massive public outrage over Supreme Court's recent directions to catch, sterilise, and permanently shelter stray dogs in Delhi and the National Capital Region.

Two female students were injured after being attacked by street dogs within the Bengaluru University campus. Both students were admitted to a private hospital for medical care. pic.twitter.com/6hMYf6lcyp

— Yasir Mushtaq (@path2shah) August 12, 2025

The incident has sparked concerns among students and staff over the growing menace of stray dogs on the university campus. Several students have alleged that stray dog sightings and attacks have been reported earlier as well, but no substantial measures have been taken to address the problem. Authorities from Bengaluru University are yet to issue an official statement, but sources indicate that discussions are underway with local civic bodies to address the stray dog population in and around the campus.

Supreme Court Order to Capture Stray Dogs Divides Public

The Supreme Court's order on Monday, August 11 that all stray dogs in Delhi-NCR be taken off the streets within eight weeks and placed in government-run shelters has sparked a sharp divide. The top court has ordered Delhi-NCR authorities to house the stray dogs in dedicated shelters with proper sterilisation and vaccination facilities. No captured dogs will be released back on streets and CCTV will monitor compliance. A helpline must be set up to respond to dog bite complaints within four hours. Contempt action will be taken against those obstructing the drive. The bench stressed the move is in public interest to curb stray dog attacks, especially affecting children and the elderly as it directed authorities to publish rabies vaccination details.

However, Animal rights activists and organisations have strongly opposed the move. They say it violates India’s Animal Birth Control (ABC) Rules and will be impossible to carry out. PETA India called the order 'impractical, illogical and illegal', pointing out that Delhi has around 10 lakh stray dogs and only half have been sterilised. They warned that keeping all dogs in shelters would cause overcrowding, stress and disease. The Federation of Indian Animal Protection Organisations (FIAPO) said the ruling goes against global health advice, Indian laws, and humane practices.

Bengaluru: Indian Premier League (IPL) franchise Royal Challengers Bengaluru (RCB) has approached the Karnataka High Court against a Central Administrative Tribunal (CAT) order blaming the team for the stampede near Chinnaswamy Stadium that claimed 11 lives. The CAT had observed that RCB was "prima facie responsible" for the gathering of around 3-5 lakh people outside the stadium after their maiden IPL title win.As CAT stated in its report that the announcement was "sudden", giving no time to the Police to prepare for the crowd of three to five lakh people. RCB claimed that CAT didn't adhered to principles of natural justice and challenged CAT's findings, stating they were made without giving RCB an opportunity to be heard. The IPL franchise pointed out that a fact-finding inquiry is being conducted by the Bengaluru DM and Deputy Commissioner, making CAT's observations premature."When the findings of fact are still awaited and there is no conclusive finding rendered by any body as to the purported role of the Petitioner in the said incident, the consideration of these disputed facts by the Hon'ble Central Administrative Tribunal, is premature," the plea said. So far as seeking Police permission for the victory celebration is concerned, RCB states that as per its agreement with service provider M/s DNA and KSCA , it was these entities that were responsible for obtaining the necessary permissions and ensuring compliance with applicable law. The plea thus seeks to expunge the remarks made against RCB. Earlier, a two-person bench of the Central Administrative Tribunal (CAT) observed Royal Challengers Bengaluru (RCB) to be "responsible" for the gathering of "about three to five lakhs people" outside their home venue of M Chinnaswamy Stadium following their maiden Indian Premier League (IPL) title win on June 4, reported ESPNCricinfo. The bench comprising Justice BK Shrivastava and Santosh Mehra, owned by Diageo, had created a "nuisance" by proceeding with trophy win celebrations without seeking or even getting required regulatory permissions. The remarks were a part of 29-page order issued on Tuesday by CAT, which heard a case filed by Inspector General and Additional Commissioner of Police, Bengaluru (West), Vikash Kumar.Vikash was among four cops suspended by state govt, alleging "substantial dereliction of duty" and not seeking "guidance" causing the situation to get "out of control, meant a lot of misery, loss of precious life and embarrassment" to the government. Vikash went on to challenge his suspension, and the CAT quashed the government order, saying the cop should be reinstated.

No permission for celebrations

The CAT order stated that neither the franchise nor its event management firm, S DNA Entertainment Network Private Limited, sought any permissions to conduct the title celebration parade at the stadium. CAT also pointed out that for the organisation of such events, an application has to be made a week before under the Licensing and Controlling of Assemblies and Public Procession (Bengaluru city) order, 2009. However, neither RCB nor DNA did so.The order also said on day of IPL final, June 3, Karnataka State Cricket Association (KSCA) chief executive officer Shubhendu Ghosh wrote a letter, on behalf of team's event management firm to Cubbon Park Police Station (adjacent to Chinnaswamy stadium) that of the team won the trophy, there would be "potential victory parades" around the ground which would "end with victory celebrations" inside the stadium. The route for the parade was shared, but permission was not sought. The CAT order said that when the letter was submitted, it was "not certain" that RCB would win, and it did not have "any request for granting the permission" to hold the victory parade and celebrations. "The organiser did not wait for the response of the Police," the order said as quoted by ESPNCricinfo. "At the eleventh hour, they submitted a letter and started the scheduled programme," it added. The order also put out a sequence of social media announcements made by RCB on June 4, starting with the "victory parade is scheduled in Bengaluru" post. After the first post was done at 7:01 AM, the order said, "at 8 am RCB posted a link on their Instagram. "Army, We can't wait to be back to the Home of Champions and celebrate with all of you today. Details out soon."At 8:55 AM, the same post was issued again, accompanied by a statement from star batter Virat Kohli. The order also said that on 3:14 PM on June 4, RCB posted on their socials that a victory parade will be held at 5 PM on the same day, followed by celebrations inside Chinnaswamy. The CAT pulled up RCB for "unilaterally" putting up information on celebrations without "obtaining the permission" or without the "consent" of the police." The RCB post did advice fans to guidelines set by police and other authorities" for peaceful and prosperous conducting of the event, it also informed fans of free passes issued on franchise's official website with a "limited entry" disclaimer. The order said since the post had no information disbursement of passes" it "implied" the event was "open to all" affair. The order said that this all led to "gathering of immense proportion" at the venue, which could accommodate only 35,000 people. The order said that policy was stretched already, having to regulate the crowd in the night immediately after team's six run win at Ahmedabad's Narendra Modi Stadium. The cops came under immense burden as the state government organised a "felicitation" for players. "Therefore, prima facie it appears that RCB is responsible for the gathering of about three to five lakh people," the order said."RCB did not take the appropriate permission or consent from the Police. Suddenly, they posted on social media platforms and as a result of aforesaid information the public were gathered. Because of the shortage of time on 04.06.2025, the Police were unable to make the appropriate arrangements. Sufficient time was not given to the Police. Suddenly, RCB created the aforesaid type of nuisance without any prior permission," it added. The order came out in defence of cops, saying that they are "human beings", neither God (Bhagwan) nor Magician and did not have the magical powers like "Alladin ka Chirag" capable of fulfilling a wish only by rubbing a finger." CAT is a quasi-judicial body, dealing with issues of government and public servants. RCB itself is not part of the proceedings. Their observations will have no bearing on the inquiry set by the state government for the probe of the stampede. The inquiry is being done by ex-High Court Justice Michael da Cunha.

Bengaluru (Karnataka) [India], July 9 (ANI): A massive chit fund scam has rocked Bengaluru with over 400 victims coming forward to file complaints against a Kerala-based couple who allegedly cheated investors out of nearly Rs 40 crore before fleeing the country to Kenya.According to Deputy Commissioner of Police, Bengaluru East, D Devaraja, the accused operated under the name A&A Chit Fund and hailed from Alappuzha, Kerala. While speaking to ANI on Wednesday, DCP Devaraja said, "This was owned by a couple hailing from Alappuzha, Kerala. On 5th July, some people came to PS Ramamurthy Nagar and registered a complaint, saying that they had invested in the A&A Chit Fund company, and now the owners, the couple, are absconding."DCP Devaraja added, "We registered a criminal case under BNS 318, 317, Chit Funds Act of 1982, and different sections of the BUDS Act (Banning of Unregulated Deposit Schemes Act, 2019).Initial investigation revealed that the couple had sold their assets, including a house and vehicles, at undervalued prices, raising suspicions about a planned escape."During the preliminary investigation, we came to know that they had made preparations to abscond. They had sold their house and cars to different people at off-price. The accused have left the country on 3rd July for Kenya on a tourist visa...", DCP Devaraja informed. To date, over 400 complaints have been registered, with the majority of victims originating from Kerala. DCP Devaraja said, "From 5th July till today, the total number of complaints received is more than 400... The total amount cheated is almost Rs 40 crores... Most of the complaints are from Kerala."Police are currently scrutinising bank records and financial transactions linked to the couple to trace the money trail and identify any possible accomplices.Commenting on the incident, Congress leader Ramesh Babu highlighted that chit funds fall under the jurisdiction of the state; however, he also pointed to the Centre's responsibility in regulating non-banking finance companies (NBFCs).Speaking to ANI, Babu said, "Chit Fund comes under the jurisdiction of the state because we have to give a license to the Chit Fund to function. If it comes under the RBI, the central government has to monitor microfinance. They have to put strict rules with respect to microfinance, especially on non-banking finance companies putting heavy interest on the customers."

"NBFCs charging exorbitant interest rates"

Babu alleged that NBFCs were charging interest rates ranging from 21% to 32%, often in the guise of selling household items on credit."They are charging 21% to 32% in the name of home appliances. They are cheating. I request the central government to monitor this and also request the state government to control the chit fund and safeguard the interests of the investors," Babu said.

Investor alleges Rs 30 lakh loss

Meanwhile, one affected investor has claimed she was personally defrauded of Rs 30 lakh, stating she had known the accused couple for nearly 30 years.Speaking to ANI, she said, "I have invested Rs 30 lakhs and I have known them (the absconding accused) for almost 30 years. The whole family has cheated. They have cheated on all 700 people. We even met DK Shivakumar and the home minister." (ANI)

Bengaluru: Royal Challengers Bengaluru (RCB) has moved the Karnataka High Court to quash the FIR proceedings against them, indirectly holding the Siddaramaiah-led state government responsible for the stampede that claimed lives of 11 fans at Chinnaswamy stadium on June 4. The petition was filed by Royal Challengers Sports Private Limited (RCSPL) which manages and operates RCB IPL team and its Chief Operating Officer Rajesh V Menon.

The petition states that RCB announced victory parade and trophy celebration on the social media after extensive discussions between officials of DNA Networks, the Karnataka State Cricket Association officials, police, and the oral confirmation received by RCSPL. RCB (Royal Challengers Bengaluru) clearly stated on their social media that only people who had registered on their official website and received official passes would be allowed to enter the stadium. This rule was in place because the stadium has a limited seating capacity, and they needed to control the number of attendees to avoid overcrowding.

RCB blames Karnataka govt for stampede

The petition states that RCB officials were orally informed that the victory parade cannot be held on the morning of the tragedy. It was around the same time the management was informed Karnataka Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivakumar was planning a felicitation ceremony at Vidhana Soudha.

According to the petition, RCB officials were informed that the team could proceed to Chinnaswamy stadium after the ceremony at Vidhana Soudha for victory celebrations. The plea points out that the felicitation event at Vidhana Soudha was not limited to RCB players and staff — but the general public was also invited by the Chief Minister. This suggests that the state government played a significant role in drawing large crowds, indirectly sharing responsibility for the incident. RCB produced the tweet of the CM, which invited “all citizens to join in the celebration of this historic victory."

RCB stated that the case was motivated by an intent to shift the blame for the unfortunate tragedy on to private entities and individuals associated with them. The plea also questions why RCB has been named as an accused in the FIR, despite the fact that the entire organisation of the felicitation event was handled by an external agency, DNA Networks. "Despite an ongoing official inquiry into the incident and suspension of police officials for dereliction of duty, Chief Minister directed the immediate arrest of RCB executives," the petition stated.

Last week, the Karnataka High Court had granted interim protection to officials of the Karnataka State Cricket Association on a similar plea. Nikhil Sosale, the Marketing and Revenue Head of Royal Challengers Bangalore (RCB), has also approached the High Court and challenged his arrest in the case.

Bengaluru: Several companies, including Ola and Uber, offer bike taxi services in Bengaluru and other cities and towns across Karnataka. Many people rely on these services due to their lower cost compared to autos and cabs, and their ability to navigate traffic quickly. However, starting Monday (June 16), bike taxis will be completely banned in Karnataka. The High Court has dismissed a petition seeking a stay on the ban, upholding the order issued by a single-judge bench.

A division bench comprising Chief Justice Kameshwar Rao and Justice Srinivas Harish Kumar heard the petitions filed by bike taxi service providers like Ola, Uber, and Rapido. On April 2, a single-judge bench of Justice Shyam Prasad had ordered the ban on bike taxis in Karnataka. The division bench refused to stay this order and directed the taxi aggregators to file their responses by June 20. The next hearing is scheduled for June 24.

Ban to Continue Until Policy Implemented

The division bench stated that the ban on bike taxis will remain in effect until the government formulates a clear policy on the matter. The High Court's order explicitly mentions that the ban will be implemented starting Monday (June 16) across Karnataka, including Bengaluru.

The Karnataka government appears reluctant to formulate regulations for bike taxis, making it unlikely that these services will resume in the state. Concerns have been raised about the safety and regulatory challenges associated with bike taxis.

Many people in Bengaluru rely on bike taxis for transportation. With high metro fares, expensive auto and cab rides, and traffic congestion, bike taxis offered a convenient and affordable option. However, starting Monday, commuters will have to seek alternative modes of transport.

Bengaluru (June 16): A First Information Report (FIR) has been registered in the assault case involving a Rapido bike taxi driver and a woman in the middle of the road. The incident occurred near the Boat Showroom in Jayanagar on June 14 around 10 am. The victim, Shreya, was traveling via Rapido when the driver's reckless driving prompted her to question him. Jayanagar police only filed a Non-Cognizable Report despite video evidence. This sparked outrage among the public.

Shreya was using the Rapido service when allegedly the driver's rash driving frightened her, leading her to question him. Annoyed by this, the driver started an argument, which escalated into a physical assault. The driver attacked Shreya in a public place and fled the scene.

What happened - A timeline

– Date of Assault: June 14, 10 am

– Location: Near Jayanagar Boat Showroom

– Victim: Shreya

– Perpetrator: Rapido Bike Taxi Driver

– Police Action: FIR filed, no arrest

Meanwhile, Rapido services have been suspended across the state after a high court order. The court directed the government to implement transport regulations for Rapido drivers working as gig workers. Due to the government's inaction, Rapido services were suspended from June 16. The next hearing is scheduled for June 24, where the service might resume if the government formulates regulations or provides assurance regarding bike taxi services.
