With election apps left uninstalled, are citizens right in speaking up against politicians?

Election season is always the right time for citizens to pinpoint the problems they face, and the issues their elected leaders ignore. While this is justified and should be the need of the hour, are citizens really aware of the leaders they vote in? The BBMP formed 3 apps a week ago in an attempt to help citizens to report any breaches during the elections and to educate themselves on the electoral process in the state, but the turn out for downloads of these apps is shameful, to say the least.
