Telangana to pass ST, Muslim quota bills

Chief Minister K. Chandrasekhar Rao at the state assembly said that the two separate bills for increasing reservation for Muslims and Schedule Tribes (STs) in the state would be tabled and passed during the ongoing Budger session. 

According to an IANS report, the CM said that following this he will be leading an all-party delegation to the capital of India to urge the Central government to include the new legislations in the 9th Schedule of the Constitution similar to Tamil Nadu’s reservation system. 

Rao reasserted that the current state government is committed to fulfilling its promise to enhance quota for both STs and Muslims to 12 percent each. 

According to the same report, Muslims constitutes 12.68 percent of the total population of the state, and at present, they have 4 percent quota both in education and jobs. STs constitute 9.34 percent of the entire population and has 6 percent quota. 

After enhancing the quota to 12 percent for both these communities, the total reservation in Telangana will exceed 50 percent, and this is the upper limit as directed by the Supreme Court. There to implement it an amendment to the Constitution is required. 

As laws falling under the Constitution’s 9th Schedule are not to be challenged in a court, therefore the new bills will have to be included in this 9th schedule to be effective.
